         Pursuant to a notice posted on April 19, 2001, the House  
         Committee on Redistricting met in a public hearing and was  
         called to order by the Chair, Representative Jones, Delwin, at  
         6:25 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Jones, Delwin; Glaze; Bosse; Counts;  
                   Dunnam; Grusendorf; Hunter; Keel; Luna, Vilma;  
                   Marchant; McClendon; Pitts; Sadler (13). 
          
         Absent:   Representatives Moreno, Paul; Wilson (2). 
          
         A quorum was present. 
          
         Jeff Archer, Texas Legislative Council, described his  
         preliminary analysis of the proposed plan.  He testified that  
         the plan does not retrogress. 
          
         Dr. Richard Engstrom testified regarding the statistical  
         analysis which he performed on the proposed plan.  He testified  
         that racially polarized voting does exist. 
          
         (Representative Moreno, Paul now present.) 
          
         Rick Gray provided the committee with information regarding the  
         work done by Dr. Engstrom. 
          
         (Representative Wilson now present.) 
          
         Jeff Archer provided additional information regarding racial  
         polarized voting. 
          
         David Almager, representing MALDEF, presented the Committee with  
         a redistricting plan submitted on behalf of MALDEF, Texas League  
         of United Latin American Citizens, and the William C. Velasquez  
         Institute. 
          
         Nina Perales of MALDEF testified regarding the need to draw  
         additional Hispanic districts. 
          
         Representative Garnet Coleman thanked the Committee for the work  
         done to produce the working plan. 
          
         Representative Richard Raymond commended the work of the  
         Committee on the working plan. 
         Representative Kenn George requested permission to make a  
         technical change to the amendment he previously submitted.   
         Permission was granted by the Chair. 
  
         Walter Hinojosa, Texas AFL-CIO, testified in support of the  
         workng plan. 
          
         At 8:45 p.m., on the motion of the Chair and without objection,  
         the meeting was recessed subject to the call of the Chair. 
          
         The committee reconvened at 8:46 p.m. and was called to order by  
         the Chair, Representative Jones, Delwin. The roll was answered  
         as follows: 
          
         Present:  Representatives Jones, Delwin; Glaze; Counts;  
                   Grusendorf; Hunter; Luna, Vilma; McClendon; Moreno,  
                   Paul; Pitts (9). 
          
         Absent:   Representatives Bosse; Dunnam; Keel; Marchant; Sadler;  
                   Wilson (6). 
          
         A quorum was present. 
          
         The Chair introduced into the record testimony submitted by  
         Represenative Rick Noriega. At 8:48 p.m., on the motion of the  
         Chair and without objection, the meeting was adjourned until  
         2:00 p.m., April 27, 2001.
