         joint public hearing with the Education Subcommittee, and was  
         called to order by the chair, Representative Turner, Sylvester,  
         at 1:18 p.m. 
          
         Present:  Representatives Turner, Sylvester; Gallego; Smith (3). 
          
         Absent:   Representatives Farrar; McReynolds (2). 
          
         A quorum was present.
