         Pursuant to a notice posted on March 29, 2001, the House  
         Committee on Appropriations met in a formal meeting and was  
         called to order by the chair, Representative Junell, at 9:10  
         a.m.

         The chair laid out SB 1. 
          
         Representative Junell offered a complete committee substitute.

         Representative West, George "Buddy" moved that SB 1, as  
         substituted, be reported favorably to the full house with the  
         recommendation that it do pass and be printed. The motion  
         prevailed by the following record vote:
