The House Committee on Appropriations 77th Legislature February 27, 2001 7:00 a.m. Capitol Extension, E1.030 Pursuant to a notice posted on February 21, 2001, the House Committee on Appropriations met in a public hearing and was called to order by the chair, Representative Junell, at 7:04 a.m. The roll was answered as follows: Present: Representatives Junell; West, George "Buddy"; Allen; Delisi; Eiland; Farrar; Gutierrez; Hamric; Heflin; Janek; King, Tracy; Luna, Vilma; McReynolds; Moreno, Paul; Pickett; Pitts; Puente; Smith; Turner, Sylvester (19). Absent: Representatives Coleman; Flores; Gallego; Giddings; Glaze; Hochberg; Maxey; Mowery (8). A quorum was present. Testimony was taken. (See attached witness list.) Criminal Justice Policy Council (Representative Gallego now present.)(Representative Glaze now present.)(Representative Flores now present.)(Representative Maxey now present.)(Representative Hopson now present.)(Representative Giddings now present.) Representative Farrar moved the adoption of LBB recommendations with the following changes: Maintain 2000-2001 operating budget through 2002-2003 biennium. To enhance agency's employee retention plan in FY 2003. Add 2 additional FTEs to Article XI. Without objection, the motion was adopted. Texas Youth Commission Representative Smith moved the adoption of LBB recommendations with the following changes: To maintain salary parity between juvenile correctional officers and adult correctional officers at TDCJ. For capital expenditures related to repair and replacement of utilities, roads, and roofs in FY2002. For safety and security improvements and an additional 74 FTEs. To purchase telemedicine system equipment in FY2002. For contract beds to meet increasing population demands in FY2002. And with the following technical change: Reclassification of Federal Funds to Other Funds to avoid repeat count with the Texas Commission on Alcohol and Drug Abuse. And with the following Performance Measure change: Percent Reading at Grade Level at Release: Increase FY2002 target from 13 to 16 percent. Increase FY2003 target from 13 to 17 percent. And with the other following changes: Capital Budget rider (Smith #1) and Employee Medical Care rider (Smith #2) and Fire Prevention and Safety rider (Smith #3) and State-Owned Housing Authorized rider (Smith #4). And to add to Article XI, cost increases in managed health care contracts. The following items were left pending: Salary Adjustment Authorized rider (Smith #5) and Proposed Article IX Modification rider (Smith #6). Without objection, the motion was adopted. Juvenile Probation Commission Representative McReynolds moved the adoption of LBB recommendations with the following changes: To fund increased salaries for Certified Juvenile Probation Officers (JPO) and Juvenile Detention/Correctional Officers (JD/JCO). For Juvenile Justice Alternative Education Program (JJAEP) Summer School Funding. And with the following technical change: On page V-31 of the introduced bill, under rider #10 of Juvenile Probation Commission change Texas Education Agency rider #45 to Texas Education Agency rider #43. And with the other following changes: Salary increases for Juvenile Probation Department personnel rider (McReynolds #1) and Juvenile Accountability Incentive Block Grants Funding (McReynolds #2) and the deletion of rider #5: Unexpended Balances Construction of Local Facilities with General Obligation Bond Proceeds. And to add the following to Article XI: Seven additional administrative FTEs, and GR for specialized caseloads that address mentally impaired juveniles. The following was left pending: Performance Measure - Change key measure "number of new commitments to TYC" from key to non-key. Without objection, the motion was adopted.
