The bill adds a new subchapter to the Insurance Code to require any
issuer of a health benefit plan to collect and report cost and
utilization data for each mandated health benefit.  The Employees
Retirement System estimates that it would require a computer programmer
24 hours to develop and 40 hours to print and test a report for each
mandate.
