SRC-JBJ S.B. 500 77(R) BILL ANALYSIS Senate Research Center S.B. 500 77R4099 JSA-DBy: Wentworth Redistricting 5/7/2001 As Filed DIGEST AND PURPOSE Every ten years after the decennial census, Texas' state senate, state representatives, and U.S. congressional districts, as well as smaller districts such as school board districts, are redistricted to comply with federal and constitutional provisions. As proposed, S.B. 500 offers a redistricting plan for the U.S. House of Representatives congressional districts. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Provides that the districts from which the members of the United States House of Representatives representing the State of Texas are elected are the districts as provided by law and used for the election of the members of the House of Representatives of the 107th Congress except as those districts are changed by SECTION 2 of this Act. SECTION 2. Sets forth changes to the composition of certain districts. SECTION 3. Provides that the districts established by this Act apply to the election of the members of the United States house of Representatives from the State of Texas beginning with the primary and general elections in 2002 for members of the 108th Congress. Provides that this Act does not affect the membership or districts of the United States House of Representatives of the 107th Congress. SECTION 4. Effective date: upon passage or September 1, 2001.
