SRC-JEC S.B. 499 77(R) BILL ANALYSIS Senate Research Center S.B. 499 77R4881 DRH-DBy: Wentworth Redistricting 5/2/2001 As Filed DIGEST AND PURPOSE Every ten years after the decennial census, Texas' state senate, state representative, and U.S. congressional districts, as well as smaller districts such as school board districts, are redistricted to comply with federal and constitutional provisions. As proposed, S.B. 499 offers a redistricting plan for the Texas state senate districts. RULEMAKING AUTHORITY This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency. SECTION BY SECTION ANALYSIS SECTION 1. Provides that the districts from which the members of the Texas Senate are elected are the districts as provided by law and used for the election of the members of the Senate of the 77th Legislature except as those districts are changed by SECTION 2 of this Act. SECTION 2. (a) Transfers the portion of Senate District 19 located in Reeves County to Senate District 28. (b) Transfers the portion of Senate District 21 located in Uvalde County to Senate District 19. (c) Transfers the portion of Senate District 25 located in Llano County to Senate District 24. SECTION 3. Makes the districts established by this Act applicable to the election of the members of the Texas Senate beginning with the primary and general elections in 2002 for members of the 78th Legislature. Provides that this Act does not affect the membership or districts of the Texas Senate of the 77th Legislature. SECTION 4. Effective date: upon passage or September 1, 2001.
