           SENATE SPECIAL COMMITTEE ON ELECTRIC UTILITY RESTRUCTURING 
                            Monday, February 22, 1999

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Special Committee on  
         Electric Utility Restructuring was held on Monday, February  
         22, 1999 in the Senate Chamber at Austin, Texas.

         Senator David Cain, Vice Chairman 
         Senator Kenneth Armbrister 
         Senator Gonzalo Barrientos 
         Senator Teel Bivins 
         Senator Troy Fraser

         The Chairman called the meeting to order at 9:40 am.  There  
         being a quorum present, the following business was transacted.   
          
         Chairman Sibley recognized Senator Bivins to lay out a  
         proposed Committee Amendment for SB 7.  The Chairman then  
         called David Dewhurst, Commissioner, General Land Office, to  
         explain the proposed amendment and respond to members'  
         questions. 
          
         Following Commissioner Dewhurst's testimony, the Chairman  
         advised that the Committee would study the proposed amendment,  
         and moved that the amendment be left pending.  Without  
         objection, it was so ordered. 
          
         Chairman Sibley read a statement on open government and SB 7. 
          
         At 10:00 am the Chairman announced that public testimony would  
         commence and advised that the Committee would try to  
         accommodate all witnesses wishing to be heard.  Witnesses  
         testifying and registering on the bill are shown on the  
         attached list.   
          
         At 1:00 pm Chairman Sibley moved that the Committee stand  
         recessed until 30 minutes after adjournment of the Senate.   
         Without objection, it was so ordered. 
          
         The Committee reconvened at 3:20 pm and public testimony  
         continued. 
          
         Upon completion of public testimony, and there being no  
         further business, at 6:10 pm ChairmanSibley moved that the  
         Committee stand recessed subject to the call of the Chairman.   
         Without objection, it was so ordered.
