MINUTES 
          
           SENATE SPECIAL COMMITTEE ON ELECTRIC UTILITY RESTRUCTURING 
            Monday, February 1, 1999

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, the organizational meeting of the Senate Special  
         Committee on Electric Utility Restructuring was held on  
         Monday, February 1, 1999 in the Senate Chamber at Austin,  
         Texas.

         Senator David Sibley, Chairman          None 
         Senator David Cain, Vice Chairman 
         Senator Kenneth Armbrister 
         Senator Gonzalo Barrientos 
         Senator Teel Bivins 
         Senator Troy Fraser

         The Chairman called the meeting to order at 2:25 pm.  There  
         being a quorum present, the following business was transacted.   
          
         Chairman Sibley laid out the proposed Committee Rules.  There  
         being no questions or comments on the rules, the Chairman  
         moved adoption.  Without objection, it was so ordered.   
          
         Chairman Sibley announced that the Committee would meet on  
         Mondays and, after discussion, moved that the Committee meet  
         at 9:30 a.m, and if needed, continue the hearing after  
         adjournment of the Senate.  Without objection, it was so  
         ordered. 
          
         The Chairman then welcomed Senator Bernsen to the hearing and  
         invited him to sit with the members. 
          
         At 2:30 pm Senator Cain assumed the chair, laid out SB 7 and  
         recognized the author, Senator Sibley, to explain the bill.   
         Senator Sibley advised that the Committee would hear invited  
         testimony only on stranded costs issues.  The Chairman called  
         Pat Wood, Chairman of the Public Utility Commission, to speak  
         to the Committee regarding stranded costs and to respond to  
         members' questions.  Dan Jones of the Public Utility  
         Commission also testified as a resource on the issue. 
          
         Upon completion of testimony, Senator Sibley advised that the  
  
         Committee would take up issues regarding Non-ERCOT areas of  
         the state of Texas at the next hearing. 
          
         There being no further business, at 3:25 pm Senator Cain moved  
         that the Committee stand recessed subject to the call of the  
         Chairman.  Without objection, it was so ordered.
