         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Border  
         Affairs - Special was held on Thursday, May 6, 1999 in the  
         Capitol Building, Room 2E.20, at Austin, Texas.

         The Chair called the meeting to order at 9:00 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  
         Senator Bivins, Senator Duncan, and Senator Truan. 
          
         Senator Shapleigh moved that the Minutes from the previous  
         hearing be adopted;  without objection, it was so ordered.  
          
         The Chair laid out HB 1861 and recognized the Senate sponsor,  
         Senator Shapleigh, to explain the bill.  Senator Shapleigh  
         sent up Committee Amendment 1 and moved adoption; without  
         objection, the amendment was adopted.  Senator Shapleigh moved  
         that HB 1861, as amended, be reported back to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 2 absent.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair laid out HB 1982 and recognized the Senate sponsor,  
         Senator Truan, to explain the bill.   
         Senator Truan moved that HB 1982 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
  
         not voting, and 2 absent.  Senator Truan moved that the bill  
         be recommended for placement on the Local & Uncontested  
         Calendar; without objection, it was so ordered.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list. 
          
         The Chair laid out HB 3234 and recognized the Senate sponsor,  
         Senator Zaffirini, to explain the bill.  Senator Zaffirini  
         sent up Committee Amendment 1 and moved adoption; without  
         objection, the amendment was adopted.  Senator Zaffirini moved  
         that HB 3234, as amended, be reported back to the Senate with  
         the recommendation that it do pass and be printed.  The motion  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 2 absent.  Senator Zaffirini moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.

         At 9:20 am Senator Sibley assumed the chair.   
          
         Senator Sibley laid out HCR 18 and recognized the Senate  
         sponsor, Senator Lucio, to explain the bill.  Senator Lucio  
         moved that HCR 18 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a vote of 6 ayes, 0 nays, 0 present not voting,  
         and 1 absent.  Senator Shapleigh moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.

         Senator Sibley laid out HCR 19 and recognized the Senate  
         sponsor, Senator Lucio, to explain the bill.  Senator Lucio  
         moved that HCR 19 be reported favorably to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a vote of 6 ayes, 0 nays, 0 present not voting,  
         and 1 absent.  Senator Shapleigh moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.

         Senator Sibley laid out HB 64 and recognized the Senate  
         sponsor, Senator Lucio, to explain the bill.  Senator Lucio  
         sent up Committee Amendment 1 and moved adoption; without  
         objection, the amendment was adopted.   
          
         At 9:32 am Senator Shapleigh assumed the chair.   
          
         At 9:40 am Senator Sibley assumed the chair. 
          
         Senator Lucio, Jr. moved that HB 64, as amended, be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 7 ayes, 0 nays,  
         0 present not voting, and 0 absent.   
          
         At 9:50 am Senator Lucio resumed the chair.   
          
         Senator Shapleigh moved that HB 1861 be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         There being no further business, at 9:51 am Senator Truan  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
