         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Border  
         Affairs - Special was held on Thursday, April 15, 1999 in the  
         Capitol Building, Room 2E.20, at Austin, Texas.

         The Chair called the meeting to order at 8:35 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  
         Senator Truan 
          
         Senator Shapleigh moved that the Minutes from the previous  
         hearing be adopted;  without objection, it was so ordered.  
          
         The Chair announced that the Committee would first lay out the  
         bills on the agenda and that the Committee would vote on the  
         bills at the end of the hearing.   
          
         The Chair laid out SB 913 and recognized the author, Senator  
         Shapleigh, to explain the bill.   
          
         Senator Shapleigh sent up a committee substitute; the Chair  
         recognized Senator Shapleigh to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Zaffirini requested to incorporate an amendment into the  
         committee substitute.  Senator Shapleigh moved adoption of the  
         committee substitute, without objection, it was so ordered.

         The Chair laid out SB 1660 and recognized the author, Senator  
         Shapleigh, to explain the bill.   
  
         Senator Shapleigh sent up a committee substitute; the Chair  
         recognized Senator Shapleigh to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Shapleigh moved adoption of the committee substitute, without  
         objection, it was so ordered.

         Shapleigh, to explain the bill.   
          
         Senator Shapleigh sent up a committee substitute; the Chair  
         recognized Senator Shapleigh to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Shapleigh moved adoption of the committee substitute, without  
         objection, it was so ordered.

         At 9:48 am Senator Shapleigh assumed the chair.   
          
         Senator Shapleigh laid out SB 867 and recognized the author,  
         Senator Lucio, to explain the bill.   
          
         Senator Shapleigh recognized Senator Lucio to explain the  
         difference between amendment 1 and the bill as filed.  
          
         Witnesses testifying and registering on the bill are shown on

         Senator Lucio moved that the Committee would stand in recess  
         and would reconvene upon adjournment.   
          
         At 2:17 pm the Committee reconvened. 
          
         Senator Shapleigh laid out SJR 35 and recognized the author,  
         Senator Lucio, to explain the bill.   
          
         Senator Shapleigh recognized Senator Lucio to explain the  
         difference between the committee substitute and the bill as  
         filed.

         Senator Shapleigh laid out SB 1622 and recognized the author,  
         Senator Lucio, to explain the bill.   
          
         Senator Shapleigh recognized Senator Lucio to explain the  
         difference between the committee substitute and the bill as

         Senator Shapleigh recognized Senator Lucio to explain the

         At 2:36 pm Senator Lucio resumed the chair.   
          
         At 2:37 pm the Chair announced that the Committee would stand  
         in recess until 3:30 pm.  The Chair also announced that the  
         Committee would vote on the bills at 4:15 pm. 
          
         At 3:44 the Committee reconvened. 
          
         The Chair laid out SB 1080 and recognized the author, Senator  
         Shapleigh, to explain the bill.

         The Chair announced that the Committee would stand at ease for  
         5 minutes. 
          
         At 3:57 pm Senator Truan assumed the chair. 
          
         Senator Lucio recognized Mayor Jose Aranda from the City of  
         Eagle Pass.  
          
         Senator Truan laid out SB 1703 and recognized Senator Lucio,  
         in the absence of the author, to explain the bill.   
          
         Senator Truan recognized Senator Lucio to explain the  
         difference between the committee substitute and the bill as  
         filed.

         At 4:08 pm Senator Lucio resumed the chair.   
          
         The Chair laid out SB 1857 and recognized the author, Senator  
         Shapleigh, to explain the bill.

         The Chair laid out SB 1386 and recognized the author, Senator  
         Shapleigh, to explain the bill.

         Senator Zaffirini sent up amendment 1 for SB 913.  Senator  
         Zaffirini requested unanimous consent to roll the  amendment  
         into the committee substitute;  without objection, it was so  
         ordered.  Senator Truan then moved that the new committee  
         substitute be adopted; without objection, it was so ordered.   
         Senator Truan moved that  SB 913 do not pass but that CSSB 913  
         be reported back to the Senate with the recommendation that it  
         do pass and be printed.  The motion carried with a vote of 5  
         ayes, 0 nays, 0 present not voting, and 2 absent.   
          
         Senator Shapleigh moved that  SB 1660 do not pass but that  
         CSSB 1660 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 2 absent.   
          
         Senator Shapleigh moved that  SB 1375 do not pass but that  
         CSSB 1375 be reported back to the Senate with the  
         recommendation that it do pass and be printed.  The motion  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 2 absent.  Senator Shapleigh moved that the bill be  
         recommended for placement on the Local & Uncontested Calendar;  
         without objection, it was so ordered.   
          
         Senator Truan  moved adoption of amendment 1 for SB 867;  
         without objection, the amendment was adopted.  Senator Truan  
         moved that SB 867, as amended, be reported back to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 2 absent.   
          
         Senator Truan moved adoption of the committee substitute for  
         SJR 35 , without objection, it was so ordered. Senator Truan  
         moved that SJR 35 do not pass but that CSSJR 35 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 5 ayes, 0 nays,  
         0 present not voting, and 2 absent.   
          
         Senator Shapleigh moved adoption of the committee substitute  
         for SB 1622 , without objection, it was so ordered. Senator  
         Shapleigh moved that SB 1622 do not pass but that CSSB 1622 be  
         reported back to the Senate with the recommendation that it do  
         pass and be printed.  The motion carried with a vote of 5  
         ayes, 0 nays, 0 present not voting, and 2 absent.   
          
         Senator Sibley moved adoption of the committee substitute for  
         SB 1613 , without objection, it was so ordered. Senator Sibley  
         moved that SB 1613 do not pass but that CSSB 1613 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 5 ayes, 0 nays,  
         0 present not voting, and 2 absent.   
  
         Senator Zaffirini moved that SB 1080 be left pending; without  
         objection, it was so ordered. 
          
         Senator Truan moved adoption of the committee substitute for  
         SB 1703 , without objection, it was so ordered. Senator Truan  
         moved that SB 1703 do not pass but that CSSB 1703 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 5 ayes, 0 nays,  
         0 present not voting, and 2 absent.  Senator Zaffirini moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Senator Shapleigh moved that SB 1857 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 5 ayes, 0 nays, 0  
         present not voting, and 2 absent.  Senator Shapleigh moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         Senator Shapleigh moved that SB 1386 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 5 ayes, 0 nays, 0  
         present not voting, and 2 absent.  Senator Shapleigh moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         There being no further business, at 4:28 pm Senator Sibley  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
