                       SENATE COMMITTEE ON VETERAN AFFAIRS 
                           AND MILITARY INSTALLATIONS

         Pursuant to a notice posted in accordance with Senate  
         Rule 11.11, a public hearing of the Senate Committee  on  
         Veteran Affairs & Military Installations was held on  
         Monday, May 3, 1999 in Lt. Governor's Committee Room, at  
         Austin, Texas.

         The Chair called the hearing to order at 12:20 p.m.  The  
         Clerk called the roll and at 12:30 p.m. and a quorum was  
         present.  
          
         Chairman Truan laid out SB 313,  relating to the number  
         of authorized defense projects within a defense  
         readjustment zone, and recognized  Senator Shapleigh, to  
         explain the bill. 
          
         Senator Shapleigh sent up a committee substitute and   
         moved that the Committee Substitute for SB 313 be  
         adopted.  There being no objections, it was so ordered. 
          
         Senator Shapleigh sent up an Amendment to the Committee  
         Substitute for SB 313 and  moved that the Amendment be  
         adopted.  There being no objections,  it was so ordered. 
          
         Senator  Shapleigh then moved that CSSB 313 as amended be  
         reported favorably out of Committee,  with the  
         recommendation that it do pass and be printed.  The  
         motion carried with 4 ayes, 0 nays, and 1 absent. 
          
         The Chair laid out HCR 102, memoralizing the U. S.  
         Congress to act to ensure the future of the Kerrville  
         Veterans Administration Medical Center, and recognized  
         its sponsor, Senator Wentworth, to explain the  
  
         resolution.  There being no questions or testimony, the  
         hearing was closed. 
          
         Senator Fraser moved HCR 102 be reported favorably to the  
         full Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 4 ayes, 0  
         nays, and 1 absent. 
          
         Senator Fraser requested unanimous consent to certify the  
         bill for the local & Uncontested Calendar; without  
         objection, it was so ordered. 
          
         Chairman Truan turned the gavel to Senator Ogden to  
         preside at the hearing at this time. 
         Senator Ogden laid out HB 670, relating to providing, at  
         no cost, medical records to Texas veterans for certain  
         purposes, and recognized its sponsor, Chairman Truan, to  
         explain the bill.   Mr. Bill McLemore, from the Texas  
         Coalition of State Veterans Organizations and Mr. Willie  
         Dougherty, from the Military Order of the Purple Hearts,  
         were called  as witnesses to testify on the bill.  There  
         being no further testimony or questions, on motion by the  
         Chair, testimony was closed. 
          
         Chairman Truan sent up a committee substitute for HB 670  
         and moved adoption; without objection,  it was so  
         ordered. 
          
         Senator Fraser moved that CSHB 670 be reported favorably  
         out of committee with the recommendation that it do pass  
         and be printed.  The motion carried with a vote of 4  
         ayes, 0 nays, and 1 absent. 
          
         Senator Fraser requested unanimous consent to certify  
         CSHB 670 for  the Local & Uncontested Calendar; without  
         objection; it was so ordered. 
          
         Senator Ogden turned the gavel back to Chairman Truan to  
         preside at the hearing.  Chairman Truan moved for  
         adoption of the minutes from April 26, 1999.  There being  
         no objections, the minutes were unanimously approved. 
          
         Chairman Truan laid out HCR 133,  relating to showing the  
         legislature's support for the renewal of the McGregor  
         Range Military Land Withdrawal  (P. L. 99-606), and  
         recognized its sponsor, Senator Shapleigh, to explain the  
         resolution.  There being no questions or testimony, the  
         hearing was closed. 
          
         Senator Fraser moved that HCR 133 be reported favorably  
         out of committee with the recommendation that it do pass   
         and be printed.  The motion carried with a vote of 4  
         ayes, 0 nays, and 1 absent. 
          
         Senator Fraser requested unanimous consent to certify HCR  
  
         133 for the Local & Uncontested Calendar; without  
         objection, it was so ordered. 
          
         There being no further business, at 12:40 p.m., Senator   
         Fraser moved the committee stand recessed subject to call  
         of the Chair.  Without objection, it was so ordered.
