                           AND MILITARY INSTALLATIONS 
                            Monday, February 15, 1999

         Pursuant to a notice posted in accordance with Senate Rule 11.11, a  
         public hearing of the Senate Committee on Veteran Affairs & Military  
         Installations was held on Monday, February 15, 1999 in the Lt.  
         Governor's Committee Room, State Capitol, Austin, Texas.

         Chairman Truan called the meeting to order at 11:30 a.m.  The Roll  
         Call and Committee minutes were   delayed until a Quorum was  
         present. 
          
         The Chair recognized two witnesses who testified on behalf of the  
         Texas Strategic Military Planning Commission, Mr. Robert Tokerud,  
         Vice Chairman; and retired General H. G. Taylor, member.  They both  
         testified  on Commission Recommendations.  Mr. Steve Ray, Director  
         of Information and Planning for the Government Affairs Department,  
         testified in areas of Military Facilities.  The Chair recognized  
         Senator Shapleigh and Senator Fraser for questions on the Agencies. 
          
         The Committee Clerk called Roll.  A Quorum was pronounced present. A  
         motion was made by Senator Shapleigh for approval of  the minutes,   
         and by unanimous consent, the minutes were approved.  There being no  
         further business to transact, Senator Shapleigh moved that the  
         Committee stand recessed at 12:20 p.m. at the call of the Chair.   
         There being no objections, the motion passed.
