Pursuant to a notice posted in accordance with Senate Rule
11.11, a public hearing of the Senate Committee on Health
Services was held on Tuesday, April 6, 1999, in the Capitol
Extension, Room E1.016, at Austin, Texas.

The Chair called the meeting to order at 1:35 p.m. The last
vote of the committee reflecting a quorum being present, the
following business was transacted.
The Chair laid out the March 30,1999, minutes and recognized
Senator Moncrief who moved for their approval. There being no
objection, the motion prevailed by unanimous consent.
The Chair laid out SB 1833 and recognized the bill's author,
Senator Jackson, to explain the bill.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair moved that SB 1833 be left pending to await a
quorum; without objection, it was so ordered. Upon arrival of
a quorum, Senator Lindsay sent up a committee substitute; the
Chair recognized Senator Jackson to explain the difference
between the committee substitute and the bill as filed.
Senator Lindsay moved adoption of the committee substitute;
without objection, it was so ordered.
Senator Lindsay moved that SB 1833 do not pass, but that CSSB
1833 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.
Senator Lindsay moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
At 1:44 p.m., Senator Lindsay assumed the chair.
The Chair laid out SB 782 and recognized the bill's author,
Senator Nelson, to explain the bill.
Senator Nelson sent up a committee substitute; the Chair
recognized Senator Nelson to explain the difference between
the committee substitute and the bill as filed. Senator
Nelson moved adoption of the committee substitute; without
objection, it was so ordered.
Witnesses testifying and registering on the bill are shown on
the attached list.
The Chair moved that SB 782 be left pending to await a quorum;
without objection, it was so ordered. Upon arrival of a
quorum, Senator Moncrief moved that SB 782 do not pass, but
that CSSB 782 be reported back to the Senate with the
recommendation that it do pass and be printed. The motion
carried with a vote of 5 ayes, 0 nays, 0 present not voting,
and 0 absent.
Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar; upon
consultation with the author, the motion was withdrawn.
At 2:17 p.m., Senator Nelson resumed the chair.
The Chair laid out SB 680 and recognized Senator Nixon, in the
absence of the author, to explain the bill. There were no
witnesses on the bill.
The Chair moved that SB 680 be left pending to await a quorum;
without objection, it was so ordered. Upon arrival of a
quorum, Senator Moncrief sent up a committee substitute.
Senator Moncrief moved adoption of the committee substitute;
without objection, it was so ordered.
Senator Moncrief moved that SB 680 do not pass, but that CSSB
680 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 5 ayes, 0 nays, 0 present not voting, and 0 absent.

placement on the Local & Uncontested Calendar; without
objection, it was so ordered.

adoption; without objection, the amendment was adopted.
The Chair requested unanimous consent to incorporate the
amendment into a committee substitute; without objection, it
was so ordered. The Chair moved that SB 1156 be left pending;
without objection, it was so ordered.
The Chair laid out SB 1223 and recognized the bill's author,
Senator Moncrief, to explain the bill.

Senator Nelson sent up Committee Amendment 1 and moved
adoption; without objection, the amendment was adopted.
Senator Nelson requested unanimous consent to incorporate the
amendment into a committee substitute; without objection, it
was so ordered. Senator Moncrief then moved that the
committee substitute be adopted; without objection, it was so
ordered. Senator Moncrief then moved that SB 1223 do not
pass, but that CSSB 1223 be reported back to the Senate with
the recommendation that it do pass and be printed. The motion
carried with a vote of 5 ayes, 0 nays, 0 present not voting,
and 0 absent.
Senator Moncrief moved that the bill be recommended for
placement on the Local & Uncontested Calendar; without
objection, it was so ordered.
The Chair laid out SB 200 and recognized the bill's author,
Senator Moncrief, to explain the bill.

sent up Committee Amendment 1 and moved adoption; without
objection, the amendment was adopted.
Senator Moncrief requested unanimous consent to incorporate
the amendment into the committee substitute; without
objection, it was so ordered. Senator Moncrief then moved
that the new committee substitute be adopted; without
objection, it was so ordered.
Senator Moncrief moved that SB 200 do not pass, but that CSSB
200 be reported back to the Senate with the recommendation
that it do pass and be printed. The motion carried with a
vote of 4 ayes, 0 nays, 1 present not voting, and 0 absent.
The Chair laid out SB 964 and recognized Senator Moncrief, in
the absence of the author, to explain the bill.

There being no further business, at 3:43 p.m., Senator
Moncrief moved that the Committee stand recessed, subject to
the call of the Chair. Without objection, it was so ordered.
