                       SENATE COMMITTEE ON HEALTH SERVICES 
                            Tuesday, February 9, 1999

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Health  
         Services was held on Tuesday, February 9, 1999, in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         MEMBERS PRESENT:                 MEMBERS ABSENT: 
         Senator Jane Nelson                        Senator Drew Nixon 
         Senator Jon Lindsay 
         Senator Mike Moncrief 
         Senator Frank Madla

         The Chair called the meeting to order at 1:30 p.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out the Committee Rules for consideration.  The  
         Chair recognized Senator Moncrief who moved for adoption of  
         the Rules; Senator Lindsay seconded the motion.  There being  
         no objection, the rules were unanimously adopted.  
          
         The Chair introduced Committee Staff and discussed the  
         committee schedule; the Committee will meet on Tuesdays at  
         1:30 p.m. or upon adjournment in Room E1.016. 
          
         The Chair then recognized the following persons who being duly  
         sworn testified on interim activities: 
          
         Joey Longley, Commissioner, representing the Sunset  
         Commission, testified on Sunset. 
          
         William R. Archer, Commissioner, representing the Texas  
         Department of Health, testified on the agency. 
          
         Don Gilbert, Commissioner, representing the Health and Human  
         Services Commission, testified on the CHIP. 
          
         Karen Hale, Commissioner, representing the Texas Department of  
         Mental Health & Mental Retardation, testified on the agency. 
  
         John P. Keppler, MD, representing the Texas Commission on  
         Alcohol & Drug Abuse, testified on the agency. 
          
         There being no further business, at 2:50 p.m. Senator Madla  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
