         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Committee  
         of the Whole Senate was held on Thursday, May 13, 1999 in the  
         Senate Chamber at Austin, Texas.

         The Chair called the meeting to order at 1:05 pm.  There being  
         a quorum present, the following business was transacted.   
  
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out HJR44 and recognized the Senate sponsor,  
         Senator Truan, to explain the bill. Senators Bivins, Gallegos,  
         Lucio, Ogden,  Ratliff and Sibley were recognized to ask  
         questions of the bill sponsor.  
          
         Mr. Jeff Archer, representing Texas Legislative Council,  
         testified as a resource witness on the bill.  Senator West  
         sent up Committee Amendment 1 and moved adoption.  The motion  
         failed by a vote of 11 ayes, 19 nays, 1 present not voting,  
         and 1 absent.   
          
         Senator Truan moved that HJR44, be reported back to the Senate  
         with the recommendation that it do pass and be printed.  The  
         motion carried with a vote of 27 ayes, 3 nays, 1 present not  
         voting, and 1 absent.  There being no further business, at  
         2:04 pm, Senator Barrientos moved that the Committee be  
         adjourned. Without objection, it was so ordered.
