         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on Criminal  
         Justice was held on Wednesday, May 24, 2000, in the Capitol  
         Extension, Room E1.016, at Austin, Texas.

         The chair called the meeting to order at 10:15 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The Chairman reviewed Charge 11 to monitor the implementation of  
         the following bills enacted during the 76th Legislature, Regular  
         Session:  SB 8 relating to the compilation of criminal  
         information pertaining to criminal street gangs and criminal  
         combinations; SB 352 relating to requirements for membership on  
         or employment by the Board of Pardons and Paroles; SB 365  
         relating to the continuation and the functions of the Texas  
         Department of Criminal Justice, the administration of the  
         Private Sector Prison Industries Oversight Authority, the  
         administration of the Texas Council on Offenders with Mental  
         Impairments, and the civil commitment of sexually violent  
         predators; SB 370 relating to the continuation and functions of  
         the Department of Public Safety; SB 371 relating to the  
         continuation and functions of the Correctional Managed Health  
         Care Advisory Committee; and HB 2617 relating to the  
         continuation of the Texas Board of Private Investigators and  
         Private Security Agencies as the Texas Commission on Private  
         Security, to the functions performed by that agency, and to  
         certain powers of political subdivisions relating to alarm  
         systems. 
          
         The Chairman reviewed SB 8 and asked for invited and public  
         testimony.  The witnesses testifying on SB 8 are shown on the  
         attached list. 
          
         The Chairman reviewed SB 370 and asked for invited and public  
  
         testimony.  The witnesses testifying on SB 370 are shown on the  
         attached list. 
          
         The Chairman reviewed HB 2617 and asked for invited and public  
         testimony.  The witnesses testifying on HB 2617 are shown on the  
         attached list. 
          
         The Chairman reviewed SB 352 and asked for invited and public  
         testimony.  The witnesses testifying on SB 352 are shown on the  
         attached list. 
          
         The Chairman reviewed SB 365 and asked for invited and public  
         testimony.  The witnesses testifying on SB 365 are shown on the  
         attached list. 
          
         The Chairman reviewed SB 371 and asked for invited and public  
         testimony.  The witnesses testifying on SB 371 are shown on the  
         attached list. 
          
         There being no further business, at 4:30 p.m. Senator Armbrister  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
