         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Committee on Natural Resources,  
         Subcommittee on Agriculture was held on Thursday, March 18,  
         1999 in the Capitol Extension, Room E1.012, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Tom Haywood                     Senator Teel Bivins 
         Senator Kenneth Armbrister

         The Chair called the meeting to order at 1:40 PM.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out SB 518 and recognized Senator Armbrister,  
         in the absence of the author, to explain the bill.   
          
         Senator Armbrister sent up a committee substitute; the Chair  
         recognized Senator Armbrister to explain the differences  
         between the committee substitute and the bill as filed.  
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair then closed public testimony on SB 518. 
          
         Senator Armbrister moved that SB 518 do not pass but that CSSB  
         518 be reported back to Committee with the recommendation that  
         it do pass. The motion carried with 2 ayes, 0 nays, 0 present  
         not voting, and 1 absent. 
          
         Senator Armbrister moved that the Minutes from the previous  
         hearing be adopted. There being no objection it was so  
         ordered.. 
          
         The Chair laid out SB 631 and recognized the author, Senator  
         Duncan, to explain the bill.   
          
         Senator Armbrister sent up a committee substitute; the Chair  
  
         recognized Senator Duncan to explain the differences between  
         the committee substitute and the bill as filed. Witnesses  
         testifying and registering on the bill are shown on the  
         attached list. 
          
         The Chair then closed public testimony on SB 631. 
          
         Senator Armbrister moved that SB 631 do not pass but that CSSB  
         631 be reported back to full Committee with the recommendation  
         that it do pass. The motion carried with 2 ayes, 0 nays, 0  
         present not voting, and 1 absent. 
          
         There being no further business, Senator Armbrister moved the  
         Committee be adjourned. Without objection , it was so ordered.
