         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Senate  
         Committee on Natural Resources, Subcommittee on Agriculture  
         was held on Thursday, February 11, 1999 in the Capitol  
         Extension, Room E1.012, at Austin, Texas.

         The Chair called the meeting to order at 11:00 am.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair introduced the Committee members. 
          
         The Chair laid out the Committee Rules for adoption. Senator  
         Bivins raised a question about the Uncontested Calender  
         portion of the rules. The Chair asked clerk Todd Kercheval to  
         follow up with Walter Fisher on the purpose of the Uncontested  
         Calender.  Senator Bivins moved the adoption of the Committee  
         Rules. Senator Haywood moved to second the motion and the  
         rules were unanimously adopted. 
          
         The Chair introduced the committee staff: Todd Kercheval. 
          
         There being no further business, at 11:08 am Senator Bivins  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
