         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Nominations  
         was held on Wednesday, May 19, 1999, in the Capitol Building,  
         Room 2E.20,  Austin, Texas.

         The Chairman called the meeting to order at 3:45 p.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Mario Gallegos, Jr.

         Chairman Wentworth announced that the phrase "Without  
         objection, it was so ordered" needed to be struck from page  
         two of the Minutes in two places. 
          
         Senator Haywood moved that the Minutes from the previous  
         meeting be approved with changes.  There being no objection,  
         the Minutes were adopted. 
          
         The Chairman laid out the name of the nominee to the Prepaid  
         Higher Education Tuition Board. 
          
         Chairman Wentworth introduced Beth Miller Weakley. 
          
         Mrs. Weakley made an opening statement and then responded to  
         questions by members of the Committee.  
          
         At 3:52 p.m., Senator Haywood moved to recommend to the full  
         Senate that Beth Miller Weakley be confirmed as a Member of  
  
         the Prepaid Higher Education Tuition Board. 
          
         The motion carried with a vote of 6 ayes and 0 nays. 
          
         The Chairman laid out the names of the nominees to the State  
         Pension Review Board. 
          
         Senator Lucio introduced Rafael Cantu. 
          
         Chairman Wentworth recognized Senator Truan to say a few words  
         about Mr. Cantu. 
          
         Chairman Wentworth introduced Jeanie Rabke Wyatt. 
          
         Nominees made opening statements and then responded to  
         questions by members of the Committee.  
          
         At 4:00 p.m., Senator Brown moved to recommend to the full  
         Senate that Rafael Cantu and Jeanie Rabke Wyatt be confirmed  
         as Members of the State Pension Review Board. 
          
         The motion carried with a vote of 7 ayes and 0 nays. 
          
         Chairman Wentworth laid out the names of the nominees to the  
         Texas Historical Commission. 
          
         Senator Duncan introduced Eileen Johnson and Gail Loving  
         Barnes. 
          
         Senator Cain introduced Jean Ann Ables-Flatt. 
          
         Senator Brown introduced Diane D. Bumpas and Juan F. Sandoval. 
          
         Senator West introduced Dr. Mamie L. McKnight. 
          
         Senator Ellis introduced John L. Nau, III. 
          
         Nominees made opening statements and then responded to  
         questions by members of the Committee.  
          
         At 4:28 p.m., Senator Gallegos moved to recommend to the full  
         Senate that Eileen Johnson, Gail Loving Barnes, Jean Ann  
         Ables-Flatt, Diane D. Bumpas, Juan F. Sandoval, Dr. Mamie L.  
         McKnight and John L. Nau, III be confirmed as Members of the  
         Texas Historical Commission. 
          
         The motion carried with a vote of 7 ayes and 0 nays. 
          
         The Chairman laid out the name of the nominee to the Texas  
         State Board of Medical Examiners. 
          
         Senator Zaffirini introduced Eddie J. Miles, Jr. 
          
         Mr. Miles made an opening statement and then responded to  
         questions by members of the Committee. 
  
         At 4:38 p.m., Senator Barrientos moved to recommend to the  
         full Senate that Eddie J. Miles, Jr. be confirmed as a Member  
         of the Texas State Board of Medical Examiners. 
          
         The Chairman laid out the names of the nominees to the State  
         Board for Educator Certification. 
          
         Chairman Wentworth introduced Mary E. Resendez and Xavier  
         Rodriguez. 
          
         Senator Nelson introduced Annette T. Griffin. 
          
         Senator Ogden introduced Kenneth R. Craycraft. 
          
         Senator Truan introduced Antonio Sanchez. 
          
         Nominees made opening statements and then responded to  
         questions by members of the Committee.  
          
         At 5:10 p.m., Senator Barrientos moved to recommend to the  
         full Senate that Annette T. Griffin, Mary E. Resendez, Kenneth  
         R. Craycraft, Xavier Rodriguez and Antonio Sanchez be  
         confirmed as Members of the State Board for Educator  
         Certification. 
          
         The motion carried with a vote of 7 ayes and 0 nays. 
          
         The Chairman laid out the names of the nominees to the Texas  
         State Board of Physical Therapy Examiners. 
          
         Senator Lucio introduced Harvey D. Aikman. 
          
         Chairman Wentworth introduced Sylvia A. Davila. 
          
         Senator Jackson introduced Mark G. Cowart and Michael G.  
         Hines. 
          
         Senator Brown introduced Cynthia Fisher. 
          
         Senator Haywood introduced Holly R. Hall. 
          
         Nominees made opening statements and then responded to  
         questions by members of the Committee.  
          
         Peter Peterka, representing himself, and John Maline,  
         Executive Director of the  Texas State Board of Physical  
         Therapy Examiners, testified on the nominees. 
          
         Timothy Weitz, representing Texas Physical Therapy  
         Association, testified in favor of the nominees. 
          
         At 6:20 p.m., Senator Barrientos moved to leave consideration  
         of the nominees to the Texas State Board of Physical Therapy  
         Examiners pending. 
  
         The motion carried with a vote of 4 ayes and 2 nays. 
          
         Chairman Wentworth laid out the name of the nominee to the  
         Real Estate Research Advisory Committee. 
          
         Senator Ogden introduced Celia R. Goode-Haddock. 
          
         Mrs. Goode-Haddock made an opening statement and then  
         responded to questions by members of the Committee.  
          
         At 6:25 p.m., Senator Jackson moved to recommend to the full  
         Senate that Celia R. Goode-Haddock be confirmed as a Member of  
         the Real Estate Research Advisory Committee. 
          
         The motion carried with a vote of 7 ayes and 0 nays. 
          
         The Chairman laid out the names of the nominees to the Texas  
         Commission on Alcohol and Drug Abuse. 
          
         Senator Brown introduced R. C. Allen and Beverly Barron. 
          
         Senator Carona introduced James C. Oberwetter and Lisa F.  
         Dickson. 
          
         Chairman Wentworth introduced Robert Valadez and announced  
         that Dorothy C. Pettigrew had appeared in person earlier but  
         was required  to return to Houston on a patient emergency.

         At 6:40 p.m., Senator Brown moved to recommend to the full  
         Senate that R. C. Allen, Beverly Barron, James C. Oberwetter,  
         Dorothy C. Pettigrew, Lisa F. Dickson and Robert Valadez be  
         confirmed as  Members of the Texas Commission on Alcohol and  
         Drug Abuse.  Senator Haywood seconded the motion. 
          
         The motion carried with a vote of 7 ayes and 0 nays. 
          
         The Chairman laid out the names of the nominees to the Lower  
         Colorado River Authority Board of Directors. 
          
         Chairman Wentworth introduced Louis Romero, Jr. and F. Scott  
         LaGrone. 
          
         Senator Brown introduced Anne E. Jones. 
          
         Senator Armbrister introduced John H. Matthews and Rosemary  
         Ann Rust. 
          
         Chairman Wentworth announced that David L. Kithil was unable  
         to appear in person because of a family emergency.

         At 6:52 p.m., Senator Jackson moved to recommend to the full  
         Senate that Louis Romero, Jr., Anne E. Jones, David L. Kithil,

         confirmed as   Members of the Lower Colorado River Authority  
         Board of Directors. 
          
         The motion carried with a vote of 7 ayes and 0 nays. 
          
         The Chairman laid out the names of the nominees to the Upper  
         Guadalupe River Authority Board of Directors. 
          
         Chairman Wentworth introduced Jerry Ahrens, Gerald Griffin,  
         Peggy J. Henderson, Janet F. Robinson, Calvin Ray Weinheimer  
         and Joseph David Armistead, Sr.

         At 7:00 p.m., Senator Brown moved to recommend  to the full  
         Senate that Jerry Ahrens, Gerald Griffin, Peggy J. Henderson,  
         Janet F. Robinson, Calvin Ray Weinheimer and Joseph David  
         Armistead, Sr. be confirmed as Members of the Upper Guadalupe  
         River Authority Board of Directors. 
          
         The motion carried with a vote of 7 ayes and 0 nays. 
          
         The Chairman laid out the names of the nominees to the  
         Guadalupe-Blanco River Authority.
