                         SENATE COMMITTEE ON NOMINATIONS 
                            Wednesday, April 28, 1999

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Nominations  
         was held on Wednesday, April 28, 1999, in the Capitol  
         Building, Room 2E.20,  Austin, Texas.

         The Chairman called the meeting to order at 4:20 p.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:  
         Senator David Bernsen 
         Senator Tom Haywood 
          
         Senator Brown moved that the Minutes from the previous meeting  
         be approved.  There being no objection, the Minutes were  
         adopted. 
          
         The Chairman laid out the name of the nominee to the Texas  
         Rehabilitation Commission. 
          
         Chairman Wentworth introduced Beverly Stribling. 
          
         Mrs. Stribling made an opening statement and then responded to  
         questions by members of the Committee.  
          
         At 4:30 p.m., Senator Brown moved to recommend to the full  
         Senate that Beverly Stribling be confirmed as a Member of the  
         Texas Rehabilitation Commission. 
          
         The motion carried with a vote of 6 ayes and 0 nays. 
         The Chairman announced that consideration of Celia R.  
         Goode-Haddock as a nominee to the Real Estate Research  
  
         Advisory Council would be left pending due to her failure to  
         appear. 
          
         The Chairman laid out the names of the nominees to the Texas  
         Southern University Board of Regents. 
          
         Senator Lindsay introduced Regina Giovannini. 
          
         Senator Carona introduced Alphonso Jackson. 
          
         Senator Ellis introduced A. Martin Wickliff, Jr. and Fred S.  
         Zeidman. 
          
         Senator Brown introduced Willard L. Jackson. 
          
         Chairman Wentworth introduced Lori H. Moon. 
          
         Nominees made opening statements and then responded to  
         questions by members of the Committee.  
          
         At 4:50 p.m., Senator Brown moved to recommend to the full  
         Senate that Regina Giovannini; Alphonso Jackson; A. Martin  
         Wickliff, Jr.; Fred S. Zeidman; Willard L. Jackson and Lori H.  
         Moon be confirmed as Members of the Texas Southern University  
         Board of Regents. 
          
         The motion carried with a vote of 6 ayes and 0 nays. 
          
         Chairman Wentworth announced that consideration of Limas  
         Jefferson and Dr. Martha J. Wong as nominees to the Governing  
         Board of the Texas Department of Economic Development will be  
         left pending until they file Personal Financial Statements  
         with the Texas Ethics Commission.  
          
         At 4:53  p.m., Senator Haywood moved to recommend to the full  
         Senate that the remaining nominees to the Governing Board of  
         the Texas Department of Economic Development, the nominees to  
         the Governing Board of the Texas School for the Blind and  
         Visually Impaired, the Pecos River Compact Commission, the  
         Texas Military Facilities Commission and the Texas Radiation  
         Advisory Board be confirmed. 
          
         The motion carried with a vote of 6 ayes and 0 nays. 
          
         The Committee discussed whether to continue requiring nominees  
         to submit their Personal Financial Statements to the Texas  
         Ethics Commission or the Committee before they will be  
         considered.  There were no objections to continuing that  
         requirement.  
          
         There being no further business, at 4:55 p.m. Senator Haywood  
         moved that the Committee stand recessed subject to the call of  
         the Chairman.  Without objection it was so ordered.
