         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Nominations  
         was held on Wednesday, April 21, 1999, in the Capitol  
         Building, Room 2E.20,  Austin, Texas.

         The Chair called the meeting to order at 1:10 p.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following member arrived after the roll was called: 
         Senator Mario Gallegos, Jr. 
          
         Senator Brown moved that the Minutes from the previous meeting  
         be approved.  There being no objection, the Minutes were  
         adopted. 
          
         The Chairman laid out the names of the nominees to the Texas  
         State Board of Chiropractic Examiners. 
          
         Senator Armbrister introduced Richard L. Gillespie, D.C. 
          
         Chairman Wentworth introduced Cynthia S. Vaughn, D.C. 
          
         Nominees made opening statements and then responded to  
         questions by members of the Committee.  
          
         At 1:20 p.m., Senator Gallegos moved to recommend to the full  
         Senate that Richard L. Gillespie and Cynthia S. Vaughn be  
         confirmed as Members of the Texas State Board of Chiropractic  
         Examiners. 
          
         The motion carried with a vote of 6 ayes and 0 nays. 
  
         The Chairman laid out the names of the nominees for the Texas  
         Growth Fund Board of Trustees. 
          
         Chairman Wentworth introduced J. Michael Bell, Sr. 
          
         Senator Lindsay introduced Catherine S. Woodruff. 
          
         Nominees made opening statements and then responded to  
         questions by members of the Committee.  
          
         At 1:32 p.m., Senator Gallegos moved to recommend to the full  
         Senate that J. Michael Bell, Sr. and Catherine S. Woodruff be  
         confirmed as Members of the Texas Growth Fund Board of  
         Trustees. 
          
         The motion carried with a vote of 6 ayes and 0 nays. 
          
         The Chairman laid out the names of the nominees to the Texas  
         Racing Commission. 
          
         Senator Lucio introduced David C. Garza. 
          
         Senator Brown introduced Terri Lacy. 
          
         Nominees made opening statements and then responded to  
         questions by members of the Committee.  
          
         At 1:56 p.m., Senator Brown moved to recommend to the full  
         Senate that David C. Garza and Terri Lacy be confirmed as  
         Members of the Texas Racing Commission. 
          
         The motion carried with a vote of 6 ayes and 0 nays. 
          
         At 1:57 p.m., Senator Gallegos moved to recommend to the full  
         Senate that the nominees to the College Opportunity Act  
         Committee, the Texas Energy Coordination Council, the Texas  
         State Board of Social Worker Examiners, the Judge of the 309th  
         Judicial District Court of Harris County and the Texas  
         Appraiser Licensing and Certification Board be confirmed. 
          
         The motion carried with a vote of 6 ayes and 0 nays. 
          
         There being no further business, at 2:05 p.m. Senator Haywood  
         moved that the Committee stand recessed subject to the call of  
         the Chairman.  Without objection it was so ordered.
