         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Subcommittee on Infrastructure  
         was held on Tuesday, May 11, 1999 in the Capitol Extension,  
         Room E1.012, at Austin, Texas.

         The Chair called the meeting to order at 8:40 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         Senator Nixon moved that the minutes from the previous  
         meetings be approved, without objection, it was so ordered. 
          
         The Chair laid out HB 1425 and recognized the Senate sponsor,  
         Senator Nixon, to explain the bill.   
          
         Senator Nixon moved that HB 1425 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         Senator Nixon requested that the full Committee place HB 1425  
         on the Local and Uncontested Calender.  The Chair agreed to  
         make the request for Senator Lucio when the subcommittee  
         report is presented to the full Committee. 
          
         The Chair laid out HB 3521 and recognized Senator Bernsen, in  
         the absence of the Senate sponsor, to explain the bill.

         Senator Bernsen moved that HB 3521 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         The Chair laid out HB 1227 and recognized the Senate sponsor,  
         Senator Bernsen, to explain the bill.   
         Senator Bernsen moved that HB 1227 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         The Chair laid out HB 2149 and recognized the Senate sponsor,  
         Senator Bernsen, to explain the bill.

         Senator Bernsen, to explain the bill.

         The Chair laid out HB 1436 and recognized the Senate sponsor,  
         Senator Truan, to explain the bill.   
          
         Senator Bernsen moved that HB 1436 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         The Chair agreed to make the request that HB 1436 be placed on  
         the Local and Uncontested Calender when the subcommittee  
         report is presented to the full Committee. 
          
         The Chair laid out HB 2265 and recognized the Senate sponsor,  
         Senator Brown, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Brown moved that HB 2265 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         Senator Brown requested that the full Committee place HB 2265  
         on the Local and Uncontested Calender.  The Chair agreed to  
         make the request for Senator Brown when the subcommittee  
         report is presented to the full Committee. 
          
         At 9:09 a.m. Senator Brown assumed the chair.   
          
         The Chair laid out HB 1538 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Cain moved that HB 1538 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         The Chair laid out HB 2760 and recognized the Senate sponsor,  
         Senator Cain, to explain the bill.   
          
         Senator Cain sent up a committee substitute; the Chair  
         recognized Senator Cain to explain the difference between the  
         committee substitute and the bill as filed.  Senator Cain  
         moved adoption of the committee substitute, without objection,  
         it was so ordered. 
          
         Senator Cain moved that HB 2760 do not pass but that CSHB 2760  
         be reported back to the full Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 5 ayes, 0  
         nays, 0 present not voting, and 0 absent.   
          
         At 9:16 a.m. Senator Cain resumed the chair.   
          
         There being no further business, at 9:17 a.m. the Chair moved  
         that the Committee stand recessed subject to the call of the  
         Chair.  Without objection, it was so ordered.
