         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Subcommittee on  
         Infrastructure Thursday, February 11, 1999 in the Senate  
         Chamber at Senator Cain's Desk, in Austin, Texas.

         Senator Brown, the Acting Chair, called the meeting to order  
         at 10:35 am.  The following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Acting Chair advised that the first order of business was  
         the adoption of the Subcommittee rules.   
         Senator Lucio moved adoption of the Subcommittee rules.   
         Senator Bernsen seconded  the motion, and,  without objection,  
         it was so ordered. 
          
         There being no further business, at 10:42 a. m. Senator Lucio  
         moved that the Subcommittee stand recessed subject to the call  
         of the Chair.  Without objection, it was so ordered.
