         Pursuant to a notice posted in accordance with Senate Rule  
         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, August 21, 2000, in the Capitol Extension,  
         Room E1.016, at Austin, Texas.

         The Chair called the meeting to order at 10:14 a.m.  There being  
         a quorum present, the following business was transacted:   
          
         The following members arrived after the roll was called:   
         Senator Cain and Senator Wentworth. 
          
         Senator Brown moved that the minutes from the previous hearing  
         be approved, without objection, it was so ordered. 
          
         Witnesses testifying and registering on Committee Charge No. 5  
         are shown on the attached list. 
          
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered.   
          
         At 12:37 p.m. Senator Shapiro moved that the committee stand  
         recessed until 1:30 p.m; without objection, it was so ordered.     
          
         At 1:45 p.m. the committee reconvened.   
          
         Witnesses testifying and registering on Committee Charge No. 1  
         are shown on the attached list. 
  
         The chair moved that the public testimony be closed; without  
         objection, it was so ordered. 
          
         There being no further business, at 4:14 p.m. Senator Shapiro  
         moved that the Committee be adjourned. Without objection, it was  
         so ordered.
