         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Tuesday, April 25, 2000, in the Capitol Extension,  
         Room E1.028, at Austin, Texas.

         The chair called the meeting to order at 10:14 a.m.  The  
         following business was transacted:   
          
         The Chair and Representative Gallego welcomed the Senate  
         Committee on State Affairs and the House Committee on General  
         Investigating and asked members of both committees for opening  
         remarks. 
          
         Those witnesses testifying and registering on the State Use  
         Program Charge are shown on the attached witness list.   
          
         There being no further business, at 1:13 p.m. the Chair moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
