         11.18, a public hearing of the Senate Committee on State Affairs  
         was held on Monday, March 27, 2000, in the International  
         Cultural Center at Texas Tech University, Lubbock, Texas.

         The Chair reconvened the meeting at 10:16 a.m.  The following  
         business was transacted:   
          
         The Chair made opening remarks and asked other members to for  
         their opening remarks.  
          
         The Chair called on Chancellor John T. Montford to welcomed the  
         Committee to Lubbock.   
          
         Those witnesses testifying and registering on Committee Charges  
         No. 1 and 2  are shown on the attached list.   
          
         There being no further business, at 12:51 p.m. the Chair moved  
         that the Committee stand recessed subject to the call of the  
         chair.  Without objection, it was so ordered.
