Pursuant to a notice posted in accordance with Senate Rule
11.18, a public hearing of the Senate Committee on State Affairs
was held on Tuesday, March 21, 2000, in the Senate Chamber at
Austin, Texas.

The Chair reconvened at 9:19 a.m. There was a quorum present at
9:26 a.m., the following business was transacted:
The Chair and Senator Brown welcomed the members of the Senate
State Affairs Committee and the Senate Natural Resources
Committee and asked for opening remarks.
Those witnesses testifying and registering on the Natural
Resources' Clean Air Charge are shown on attached witness list.
At 9:32 a.m. Senator Armbrister assumed the chair for the
Natural Resources Committee.
At 9:34 a.m. Senator Brown resumed the chair.
At 11:23 a.m. Senator Brown assumed the chair for the State
Affairs Committee.
At 11:59 a.m. Senator Shapiro resumed the chair.
At 1:28 p.m. Senator Brown assumed the chair for the State
Affairs Committee.
At 2:43 p.m. Senator Shapiro resumed the chair.
There being no further business, at 3:27 p.m. the Chair moved
that the Committee stand recessed subject to the call of the
chair. Without objection, it was so ordered.
