         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on State  
         Affairs was held on Tuesday, April 27, 1999 in the Capitol  
         Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 2:50 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Bernsen, Senator Brown, Senator Cain and Senator  
         Wentworth. 
          
         Senator Shapleigh moved that the minutes from the April 20 and  
         April 22, 1999, State Affairs Committee meeting be approved.   
         There being no objection, the minutes were approved. 
          
         The Chair referred the following bills to the Subcommittee on  
         Infrastructure: 
         HB 1492 by Alexander     Sponsor: Cain 
         HB 1538 by Uher          Sponsor: Cain 
         HB 1779 by Alexander     Sponsor: Cain 
         HB 2537 by Davis         Sponsor: Cain 
          
         The Chair laid out SB 1615 and recognized the author, Senator  
         Lucio, Jr., to explain the bill.   
          
         Senator Lucio, Jr. sent up a committee substitute; the Chair  
  
         recognized Senator Lucio, Jr. to explain the difference  
         between the committee substitute and the bill as filed.   
         Senator Lucio, Jr. moved adoption of the committee substitute,  
         without objection, it was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Shapleigh moved that SB 1615 do not pass but that CSSB  
         1615 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.   
         Senator Shapleigh moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The Chair laid out SB 1834 and recognized the author, Senator  
         Sibley, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Lucio, Jr. moved that SB 1834 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 8 ayes, 0 nays, 0  
         present not voting, and 1 absent.  Senator Lucio, Jr. moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         The Chair laid out SB 1313 and recognized the author, Senator  
         Armbrister, to explain the bill.   
          
         At 3:07 pm Senator Shapleigh assumed the chair.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         The Chair moved that SB 1313 be left pending to await a  
         quorum; without objection it was so ordered.  Upon arrival of  
         a quorum, Senator Shapleigh moved that SB 1313 be reported  
         back to the Senate with the recommendation that it do pass and  
         be printed.  The motion carried with a vote of 8 ayes, 0 nays,  
         0 present not voting, and 1 absent.  Senator Shapleigh moved  
         that the bill be recommended for placement on the Local &  
         Uncontested Calendar; without objection, it was so ordered.   
          
         The Chair laid out SB 644 and recognized the author, Senator  
         Haywood, to explain the bill.   
          
         Senator Haywood sent up a committee substitute; the Chair  
         recognized Senator Haywood to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Wentworth moved adoption of the committee substitute, without  
         objection, it was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 3:50 pm Senator Shapiro resumed the chair.   
          
         Senator Haywood moved that SB 644 be left pending; without  
         objection, it was so ordered. 
          
         The Chair laid out SB 902 and recognized the author, Senator  
         Bernsen, to explain the bill.   
          
         At 4:16 pm Senator Shapleigh assumed the chair.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 4:43 pm Senator Shapiro resumed the chair.   
          
         Senator Bernsen moved that SB 902 be left pending; without  
         objection, it was so ordered. 
          
         There being no further business, at 5:08 pm Senator Shapiro  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
