         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Jurisprudence was held on Wednesday, May 12, 1999 in the  
         Capitol Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 1:15 pm.  The  
         following business was transacted.   
          
         The following members arrived after the roll was called:

         The Chair laid out HB 3276 and recognized the Senate sponsor,  
         Senator Sibley, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
         The Chair moved that HB 3276 be left pending to await a  
         quorum; without objection it was so ordered.  Upon arrival of  
         a quorum, Senator Ellis moved that HB 3276 be reported back to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 3 ayes, 0 nays, 0  
         present not voting, and 2 absent.   
         Senator Ellis moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was

         At 1:17 pm, the Chair recessed the meeting. 
          
         At 2:00 pm, Senator Harris called the meeting back to order.

         to the Senate with the recommendation that it do pass and be

         At 4:52 pm Senator Ellis assumed the chair.

         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.   
          
         The Chair called the meeting back to order at 2:24 pm on  
         Thursday, May 13, 1999 at Senator Harris' desk.  There being a  
         quorum present the following business was transacted. 
          
         The Chair recognized Senator Harris on HB 900 left pending  
         from May 12. 
         Senator Harris moved that HB 900 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 3 ayes, 0 nays, 0 present  
         not voting, and 2 absent.   
          
         The Chair recognized Senator Harris on HB 2186, left pending  
         from May 12. 
         Senator Harris moved that HB 2186 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.

         There being no further business, at 2:25 pm, May 13, Senator
