         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Finance was  
         held on Thursday, March 25, 1999 in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The Chair called the meeting to order at 9:05 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Committee resumed its markup session on Senate Bill 2  
         (General Appropriations Bills) and worked on the following: 
          
              Parks and Wildlife Department 
              Natural Resource Conservation Commission 
              Water Development Board 
              Debt Service Payments for Non Self-Supporting General  
         Obligation Water Bonds 
              Animal Health Commission 
              Soil and Water Conservation Board 
          
         The Committee adopted specific items included in the  
         Legislative Budget Board (LBB) markup document for each  
         agency.  A formal vote will be taken on adopted items at the  
         end of the markup process. 
          
         Action taken on items not included in the LBB markup  
         documents, included the following: 
          
         During consideration of the Natural Resource Conservation  
         Commission, Senator Lindsay moved adoption of an amendment to  
         Rider 12 (Reimbursement of Advisory Committee Members) that  
         deleted the Water Well Drillers Advisory Council from, and  
         added the Waste Reduction Advisory Committee and Municipal  
         Solid Waste Management and Resource Advisory Councils to, the  
         list of committees eligible to receive reimbursement of  
         expenses.  The motion carried without objection.  
          
         Witnesses called on to answer questions of the Committee are  
         shown on the attached list. 
          
         There being no further business, at 3:35 p.m., Senator West  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
