         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Finance was  
         held on Tuesday, March 23, 1999 in the Capitol Extension, Room  
         E1.036, at Austin, Texas.

         The Chair called the meeting to order at 9:05 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Committee resumed its markup session on Senate Bill 2  
         (General Appropriations Bill) and worked on the following: 
          
              Commission on Law Enforcement Officer Standards and  
         Education 
              Local Continuing Education for Officers 
              Youth Commission 
              Juvenile Probation Commission 
              Adjutant General's Department 
              Military Facilities Commission 
              Commission on Fire Protection 
              Polygraph Examiners Board 
              Board of Private Investigators and Private Security  
         Agencies 
          
         The Committee adopted specific items included in the  
         Legislative Budget Board (LBB) markup document for each  
         agency.  A formal vote will be taken on adopted items at the  
  
         end of the markup process. 
          
         Action taken on items not included in the LBB markup documents  
         included the following: 
          
         During the markup session on the Texas Youth Commission (TYC): 
          
              Senator Ogden moved adoption of a rider that directs TYC  
              to concentrate its teaching efforts on assisting  
              committed youth to read at grade level or to obtain their  
              GEDs.  The motion carried without objection. 
          
              Senator Ogden moved adoption of an amendment to establish  
              as a strategy, the construction and renovation of TYC  
              facilities.  The Committee agreed to adopt the intent of  
              the rider. 
          
         During the markup session on the Juvenile Probation  
         Commission: 
          
              Senator Ratliff moved adoption of an amendment to Rider  
              11 (Juvenile Justice Alternative Education Programs) to  
              include "counties with populations between 72,000 and  
              125,000 who choose to participate as a mandatory county."   
              The motion carried without objection. 
          
              Senator Ratliff moved adoption of an additional amendment  
              allowing the Juvenile Probation Commission to expend  
              remaining funds for summer school programs in counties  
              with a population over 72,000 who are funded as a  
              mandated JJAEP county.  The motion carried without  
              objection. 
          
         Witnesses called on to answer questions of the Committee are  
         shown on the attached list. 
          
         There being no further business, at 2:15 p.m., Senator Ratliff  
         announced that the Committee would stand recessed until  
         Wednesday, March 24, 1999.  Without objection, it was so  
         ordered.
