         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Finance was  
         held on Thursday, March 18, 1999 in the Capitol Extension,  
         Room E1.036, at Austin, Texas.

         The Chair called the meeting to order at 9:00 a.m.  There  
         being a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Committee resumed its markup session on the General  
         Appropriations Bill (Senate Bill 2) and worked on the  
         following: 
          
              Aerospace Commission 
              Department of Housing and Community Affairs 
              Lottery Commission 
              Department of  Transportation 
          
         The Committee adopted specific items included in the  
         Legislative Budget Board (LBB) markup document for each  
         agency.  Final action will be taken on adopted items at the  
         end of the markup process. 
          
         Action taken on items not included in the LBB markup document  
         included the following: 
  
              During the markup session for the Department of Housing  
              and Community Affairs: 
          
                   Senator Barrientos sent up and moved adoption of a  
                   rider to add a new Texas Youth Works Program  
                   strategy.  Without objection, it was so ordered. 
          
                   Senator Barrientos sent up and moved adoption of an  
                   amendment to Rider 3, Housing Assistance, which  
                   would clarify the intent for the agency to set goals  
                   to apply $30,000,000 for housing assistance to  
                   certain individuals. 
          
                   Senator Barrientos sent up and moved adoption of a  
                   request to add 12 additional FTEs to the  
                   Manufactured Housing Division.  Without objection,  
                   it was so ordered. 
          
         Witnesses called on to answer questions of the committee are  
         shown on the attached list. 
          
         The Chair laid out SJR 21, which had been left pending during  
         a previous hearing, and recognized the author, Senator Carona,  
         for a motion.   
          
         Senator Carona moved that SJR 21 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 10 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         The Chair laid out SB 783, which had been left pending during  
         a previous hearing, and recognized the author, Senator  
         Moncrief, for a motion.   
          
         Senator Moncrief moved that SB 783 be reported favorably to  
         the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 10 ayes, 0 nays, 0  
         present not voting, and 1 absent.   
          
         At 1:35 p.m. Senator Moncrief assumed the chair.   
          
         The Chair laid out CSSB 928, which had been left pending  
         during a previous hearing, and recognized the author, Senator  
         Ratliff, for a motion.   
          
         Senator Ratliff moved that SB 928 do not pass but that CSSB  
         928 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a  
         vote of 10 ayes, 0 nays, 0 present not voting, and 1 absent.   
          
         At 2:55 p.m. Senator Ratliff resumed the chair.   
          
         There being no further business, at 3:00 p.m. Senator Ratliff  
  
         announced that the Committee would stand recessed subject to  
         the call of the Chair.  Without objection, it was so ordered.
