                     SENATE SUBCOMMITTEE ON HIGHER EDUCATION 
                             Monday, March 15, 1999

         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Subcommittee on Higher  
         Education was held on Monday, March 15, 1999 in Lt. Governor's  
         Committee Room, at Austin, Texas.

         Senator Royce West                      None 
         Senator Steve Ogden 
         Senator Jane Nelson 
         Senator Bill Ratliff 
         Senator Judith Zaffirini

         The Chair called the meeting to order at 4:00 pm.  There being  
         a quorum present, the following business was transacted.   
          
         Senator Zaffirini moved that the minutes from the prior  
         committee hearing be approved;  there being no objection;  the  
         minutes were unanimously approved. 
          
         The Chair laid out pending bill CSSB 37 and recognized the  
         author, Senator Ellis on the bill.  Committee Amendment 1 by  
         Zaffirini was adopted at the previous hearing.  Senator West  
         sent up Committee Amendment 2 and moved adoption; without  
         objection, the amendment was adopted.  Senator Ogden sent up  
         Committee Amendment 3 and moved adoption; without objection,  
         the amendment was adopted.  Senator Ogden sent up Committee  
         Amendment 4 and moved adoption; without objection, the  
         amendment was adopted.  Senator Zaffirini sent up Committee  
         Amendment 5 and moved adoption; without objection, the  
         amendment was adopted.  Senator Zaffirini requested unanimous  
         consent to incorporate amendments into the committee  
         substitute;  without objection, it was so ordered.  Senator  
         Zaffirini then moved that the new committee substitute be  
         adopted; without objection, it was so ordered.  Senator Ogden  
         moved that SB 37 do not pass but that CSSB 37 be reported back  
         to the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         The Chair laid out SB 184 and recognized the author, Senator  
         Barrientos, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
  
         Senator Zaffirini moved that SB 184 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 4 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         The Chair laid out SJR 16 and recognized the author, Senator  
         Barrientos, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         Senator Zaffirini moved that SJR 16 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 4 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         The Chair laid out SB 299 and recognized the author, Senator  
         Brown, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         Senator Zaffirini moved that SB 299 be reported favorably to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 3 ayes, 0 nays, 0 present  
         not voting, and 2 absent.   
          
         The Chair recognized Lynn Redwine and Steve Murdoch to brief  
         the Committee on the Comptroller's Disparity Study. 
          
         There being no further business, at 5:45 pm Senator West moved  
         that the Committee stand recessed subject to the call of the  
         Chair.  Without objection, it was so ordered.
