         held on Friday, November 12, 1999, in the Senate Chamber at  
         Austin, Texas.

         The chair called the meeting to order at 9:35 a.m.  The  
         following business was transacted:  
          
         The Committee heard testimony on Interim Charge 2.  Witness list  
         is attached. 
          
         There being no further business, at 2:00 p.m. Senator Bivins  
         moved that the Committee stand recessed subject to the call of  
         the chair.  Without objection, it was so ordered.
