         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Intergovernmental Relations was held on Friday, May 14, 1999  
         in the Capitol Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 9:50 pm.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         Senator Moncrief assumed the chair.  The Chair laid out HB2858  
         and recognized Senator Madla, in the absence of the Senate  
         sponsor, to explain the bill.   
          
         Senator Madla moved that HB2858 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.
