         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Subcommittee on Technology &  
         Business Growth was held on Thursday, April 22, 1999 in the  
         Capitol Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 8:35 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Jackson. 
          
         Senator Madla moved that the minutes from the last meeting,  
         April 15, 1999, be approved.  Without objection, it was so  
         ordered. 
          
         The Chair laid out SB 291 and recognized the author, Senator  
         Nixon, to explain the bill.   
         Senator Madla sent up a committee substitute; the Chair  
         recognized Senator Nixon to explain the difference between the  
         committee substitute and the bill as filed.  Witnesses  
         testifying and registering on the bill are shown on the  
         attached list.  Senator Fraser moved that SB 291 be left  
         pending; without objection, it was so ordered. 
          
         The Chair laid out SB 215.  Senator Jackson moved that the  
         Committee Substitute that had been previously adopted be  
         pulled down.  Senator Jackson sent up a new committee  
         substitute; Senator Fraser explained the difference between  
         the new committee substitute and the bill as filed.  Senator  
         Fraser moved adoption of the committee substitute, without  
         objection, it was so ordered.  Senator Fraser moved that SB  
         215 do not pass but that CSSB 215 be reported back to the full  
         Committee with the recommendation that it do pass.  The motion  
  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 0 absent.   
          
         The Chair laid out pending business SB 645. Senator Fraser  
         moved that SB 645 be reported favorably to the full Committee  
         with the recommendation that it do pass.  The motion carried  
         with a vote of 3 ayes, 2 nays, 0 present not voting, and 0  
         absent.   
          
         The Chair laid out pending business SB 755.  Senator Fraser  
         moved that SB 755 be reported favorably to the full Committee  
         with the recommendation that it do pass.  The motion carried  
         with a vote of 3 ayes, 1 nay, 0 present not voting, and 1  
         absent.   
          
         The Chair laid out SB 740 and recognized the author, Senator  
         Armbrister, to explain the bill.   
         Senator Whitmire sent up a committee substitute; the Chair  
         recognized Senator Armbrister to explain the difference  
         between the committee substitute and the bill as filed.   
         Senator Whitmire moved adoption of the committee substitute,  
         without objection, it was so ordered. Witnesses testifying and  
         registering on the bill are shown on the attached list.  At  
         9:00 am Senator Madla assumed the chair.  Senator Madla  moved  
         that SB 740 be left pending; without objection, it was so  
         ordered. 
          
         The Chair laid out SB 924 and recognized the author, Senator  
         Wentworth, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.  The  
         Chair moved that SB 924 be left pending to await a quorum;  
         without objection it was so ordered.  Upon arrival of a  
         quorum, Senator Madla moved that SB 924 be reported back to  
         the full Committee with the recommendation that it do pass.   
         The motion carried with a vote of 4 ayes, 0 nays, 0 present  
         not voting, and 1 absent.   
          
         Senator Madla recessed the committee, at 9:15am, until one  
         hour after the Legislative Session ended or 2:00 pm, whichever  
         came first. 
          
         Senator Fraser reconvened the committee at 1:20pm.  The Chair  
         laid out SB 1029 and recognized the author, Senator Madla, to  
         explain the bill.  Senator Madla sent up a committee  
         substitute; the Chair recognized Senator Madla to explain the  
         difference between the committee substitute and the bill as  
         filed.  Senator Madla moved adoption of the committee  
         substitute, without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the  
         attached list.  The Chair moved that SB 1029 be left pending  
         to await a quorum; without objection it was so ordered.  Upon  
         arrival of a quorum, Senator Madla moved that SB 1029 be  
         reported back to the full Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 4 ayes, 0  
  
         nays, 0 present not voting, and 1 absent.   
          
         The Chair laid out SB 1030 and recognized the author, Senator  
         Madla, to explain the bill.  Senator Madla sent up a committee  
         substitute; the Chair recognized Senator Madla to explain the  
         difference between the committee substitute and the bill as  
         filed.  Senator Madla moved adoption of the committee  
         substitute, without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the  
         attached list.  The Chair moved that SB 1030 be left pending  
         to await a quorum; without objection it was so ordered.  Upon  
         arrival of a quorum, Senator Madla moved that SB 1030 be  
         reported back to the full Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 3 ayes, 1  
         nays, 0 present not voting, and 1 absent.   
          
         The Chair laid out SB 347 and recognized the author, Senator  
         Harris, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Fraser moved that SB 347 be left  
         pending; without objection, it was so ordered. 
          
         The Chair laid out SB 506 and recognized the author, Senator  
         Harris, to explain the bill.  Senator Madla sent up a  
         committee substitute; the Chair recognized Senator Harris to  
         explain the difference between the committee substitute and  
         the bill as filed.  Senator Madla moved adoption of the  
         committee substitute, without objection, it was so ordered.   
         Senator Madla sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.  
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Madla requested unanimous consent  
         to incorporate amendments into the committee substitute;   
         without objection, it was so ordered.  Senator Madla then  
         moved that the new committee substitute be adopted; without  
         objection, it was so ordered.  Senator Madla moved that SB 506  
         do not pass but that CSSB 506 be reported back to the full  
         Committee with the recommendation that it do pass.  The motion  
         carried with a vote of 4 ayes, 0 nays, 0 present not voting,  
         and 1 absent.   
          
         The Chair laid out SB 976 and recognized the author, Senator  
         Brown, to explain the bill. Senator Fraser sent up a committee  
         substitute; the Chair recognized Senator Brown to explain the  
         difference between the committee substitute and the bill as  
         filed.  Senator Fraser moved adoption of the committee  
         substitute, without objection, it was so ordered.  Witnesses  
         testifying and registering on the bill are shown on the  
         attached list.  Senator Madla moved that SB 976 do not pass  
         but that CSSB 976 be reported back to the full Committee with  
         the recommendation that it do pass.  Senator Jackson asked to  
         be shown voting "aye" on SB 976, without objection it was so  
         ordered.  The motion carried with a vote of 5 ayes, 0 nays, 0  
         present not voting, and 0 absent.   
          
         The Chair laid out SB 1214 and recognized the author, Senator  
         Whitmire, to explain the bill. Senator Madla sent up a  
         committee substitute; the Chair recognized Senator Whitmire to  
         explain the difference between the committee substitute and  
         the bill as filed.  Senator Fraser moved adoption of the  
         committee substitute, without objection, it was so ordered.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  Senator Madla moved that SB 1214 do not  
         pass but that CSSB 1214 be reported back to the full Committee  
         with the recommendation that it do pass.  The motion carried  
         with a vote of 4 ayes, 0 nays, 0 present not voting, and 1  
         absent.   
          
         There being no further business, at 2:45 pm Senator Fraser  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
