         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Senate Subcommittee on Technology &  
         Business Growth was held on Thursday, April 15, 1999 in the  
         Capitol Extension, Room E1.028, at Austin, Texas.

         The Chair called the meeting to order at 8:35 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         The Chair laid out SB 532 and recognized the author, Senator  
         Ratliff, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
         The Chair moved that SB 532 be left pending to await a quorum;  
         without objection it was so ordered. 
          
         The Chair laid out SB 697 and recognized the author, Senator  
         Duncan, to explain the bill.  Witnesses testifying and  
         registering on the bill are shown on the attached list.   
         The Chair moved that SB 697 be left pending to await a quorum;  
         without objection it was so ordered. 
          
         At 9:00 am Senator Jackson assumed the chair.   
          
         The Chair laid out SB 169 and recognized the author, Senator  
         Armbrister, to explain the bill. Senator Jackson sent up a  
         committee substitute; the Chair recognized Senator Armbrister  
         to explain the difference between the committee substitute and  
         the bill as filed.  Senator Jackson moved adoption of the  
         committee substitute, without objection, it was so ordered.  
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
  
         Senator Jackson moved that SB 169 be left pending to await a  
         quorum; without objection, it was so ordered. 
          
         The Chair laid out SB 755 and recognized the author, Senator  
         Haywood, to explain the bill.

         Senator Jackson moved that SB 755 be left pending; without  
         objection, it was so ordered. 
          
         The Chair laid out SB 776 and recognized the author, Senator  
         Bivins, to explain the bill.   
         Senator Jackson sent up a committee substitute; the Chair  
         recognized Senator Bivins to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Jackson moved adoption of the committee substitute, without  
         objection, it was so ordered.

         Senator Jackson moved that SB 776 be left pending to await a  
         quorum; without objection, it was so ordered. 
          
         The Chair laid out SB 508 and recognized the author, Senator  
         Bivins, to explain the bill.   
         Senator Jackson sent up a committee substitute; the Chair  
         recognized Senator Bivins to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Jackson moved adoption of the committee substitute, without  
         objection, it was so ordered. 
         Senator Jackson moved that SB 508 be left pending to await a  
         quorum; without objection, it was so ordered. 
          
         The Chair laid out SB 1344 and recognized the author, Senator  
         Brown, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
         Senator Jackson moved that SB 1344 be left pending to await a  
         quorum; without objection, it was so ordered. 
         At 10:00 am Senator Jackson moved that the Committee stand  
         recessed until 30 minutes upon adjournment of the Legislative  
         Session.  Without objection, it was so ordered.   
          
         At 1:15 pm the Committee reconvened with Senator Fraser as  
         Chairman.  The Chair laid out SB 645 and recognized the  
         author, Senator Lucio, Jr., to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
         Senator Fraser moved that SB 645 be left pending; without  
         objection, it was so ordered. 
          
         At 1:30 pm Senator Carona assumed the chair.   
         The Chair laid out HB 2008 and recognized the Senate sponsor,  
         Senator Fraser, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
  
         Senator Fraser moved that HB 2008 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 4 ayes, 0 nays, 0 present not  
         voting, and 1 absent.   
         At 1:40 pm Senator Fraser resumed the chair.   
          
         Senator Fraser moved that the minutes from the last meeting,  
         April 8, 1999, be approved.  Without objection, it was so  
         ordered. 
         Senator Jackson moved that SB 169 do not pass but that CSSB  
         169 be reported back to the full Committee with the  
         recommendation that it do pass.  The motion carried with a  
         vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.   
         Senator Jackson moved that SB 532 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 4 ayes, 0 nays, 0 present not  
         voting, and 1 absent.   
         Senator Carona moved that SB 697 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 4 ayes, 0 nays, 0 present not  
         voting, and 1 absent.   
         Senator Whitmire moved that SB 776 do not pass but that CSSB  
         776 be reported back to the full Committee with the  
         recommendation that it do pass.  The motion carried with a  
         vote of 4 ayes, 0 nays, 0 present not voting, and 1 absent.   
         Senator Carona moved that SB 1344 be reported favorably to the  
         full Committee with the recommendation that it do pass.  The  
         motion carried with a vote of 4 ayes, 0 nays, 0 present not  
         voting, and 1 absent.   
         Senator Carona moved that SB 508 do not pass but that CSSB 508  
         be reported back to the full Committee with the recommendation  
         that it do pass.  The motion carried with a vote of 4 ayes, 0  
         nays, 0 present not voting, and 1 absent.   
          
         There being no further business, at 1:50 pm Senator Fraser  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
