         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing Subcommittee on Technology & Business  
         Growth was held on Thursday, February 25, 1999 in the Capitol  
         Extension, Room E1.028, at Austin, Texas.

         MEMBERS PRESENT:                        MEMBERS ABSENT: 
         Senator Troy Fraser                     Senator Frank Madla 
         Senator John Carona 
         Senator Mike Jackson 
         Senator John Whitmire

         The Chair called the meeting to order at 8:30 am.  The  
         following business was transacted.   
          
         The following members arrived after the meeting started:   
         Senator Mike Jackson and Senator John Whitmire. 
          
         The Chair laid out SJR14 and recognized the author, Senator  
         Nelson, to explain the bill. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Fraser moved that SJR14 be left pending; without  
         objection, it was so ordered. 
          
         The Clerk called the roll at 8:50am.  A quorum was present. 
          
         Senator Carona moved adoption of the minutes from the last  
         meeting on February 18, 1999. 
          
         The Chair laid out SJR18 and recognized the author, Senator  
         Ellis, to explain the bill.   
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.  
          
         Senator Fraser moved that SJR18 be left pending; without  
         objection, it was so ordered. 
           
         The Chair laid out SB274 and recognized the author, Senator  
         Bivins, to explain the bill.   
          
         Senator Carona sent up a committee substitute; the Chair  
         recognized Senator Bivins to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Carona moved adoption of the committee substitute, without  
         objection, it was so ordered. 
          
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         At 9:55 am Senator Fraser moved that the Committee stand  
         recessed until immediately after the session adjourned.   
         Without objection, it was so ordered.   
          
         The Chair resumed the meeting at 11:45 and began taking public  
         testimony again. 
          
         Senator Fraser moved that SB 247 be left pending; without  
         objection, it was so ordered. 
          
         There being no further business, at 2:20 pm Senator Fraser  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
