         Chairman Frank Madla called the meeting to order at 2:04 p.m.   
         The following business was transacted:  Sebastian Gutierrez,  
         representing Comarco Wireless Technologies, testified on the  
         charge.  Lance Lively, representing Texas Call Box Coalition,  
         testified on the charge.  Stephen Meer, representing SCC  
         Communications, testified on the charge.  John Melcher,  
         representing Greater Harris County 9-1-1, testified on the  
         charge.  Dr. David Persse, representing Emergency Medical  
         Services of Houston, testified on the charge.  Jerry Potts,  
         representing American Heart Association, testified on the  
         charge.  Thomas Ratliff, representing AT&T Wireless and Western  
         Wireless, testified on the charge.  Carey Spence, representing  
         Commission on State Emergency Communications, testified on the  
         charge.  Gerald Ullman, P.E., representing Texas Transportation  
         Institute, testified on the charge.  Wes Wells, representing San  
         Francisco Bay Area Call Box Program, testified on the charge.   
         Doka Caudle, representing City of Dallas, registered on the  
         charge but did not testify.  Rick Collins, representing TXDOT,  
         registered on the charge but did not testify.  Susanne Galvanek,  
         representing E911, TX, registered on the charge but did not  
         testify.  Woody Glover, representing 9-1-1 Network of East
