         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on Economic  
         Development was held on Tuesday, May 11, 1999 in the Lt.  
         Governor's Committee Room, at Austin, Texas.

         The Chairman called the meeting to order at 8:00 am.  There  
         being a quorum present, the following business was transacted.   
          
         The Chairman laid out HB 1066 and recognized the Senate  
         sponsor, Senator Duncan.  Chairman Sibley moved that the bill  
         be left pending until later in the hearing; without objection,  
         it was so ordered. 
          
         At 8:05 am Senator Madla assumed the chair, laid out HB 2284  
         and recognized the Senate sponsor, Senator Sibley, to explain  
         the bill.  Bob Huxel, representing Farmers Insurance Group,  
         registered in favor of the bill but did not testify. Chairman  
         Sibley moved that the public hearing be closed; without  
         objection, it was so ordered.  The Chairman moved that HB 2284  
         be left pending to await a quorum; without objection it was so  
         ordered.  Upon arrival of a quorum, Senator Sibley moved that  
         HB 2284 be reported back to the Senate with the recommendation  
         that it do pass and be printed.  The motion carried with a

         Senator Sibley moved that the bill be recommended for

         The Chairman laid out HB 3042 and recognized the Senate  
  
         sponsor, Senator Sibley, to explain the bill.  Will Davis,  
          representing USAA testified in favor of the bill.  Chairman
