       Pursuant to a notice posted in accordance with Senate Rule 11.18, a  
       public hearing of the Senate Committee on Administration was held on  
       Tuesday, September 19, 2000, in the Capitol Extension, Room E1.028,  
       at Austin, Texas.

       The chair called the meeting to order at 9:37 a.m.  There being a  
       quorum present, the following business was transacted:   
        
       Senator Ellis moved adoption of the minutes from the previous  
       hearing held on May 9, 2000; without objection, it was so ordered.   
        
       Senator Harris asked the committee to look at the first draft  
       version of the interim report on Tick-borne illnesses. He personally  
       doesn't  feel like it is strong enough but wants each member to take  
       the report; read it and make recommendations.  The committee will  
       have a phone conference to discuss changes.  
        
       The next order of business was to consider and approve the proposed  
       committee budgets for the period 10/1/00 through 1/31/01. 
        
       Senator Ellis moved to approve the requested  Administration budget  
       of $57,140.  The motion carried with a record vote of 3 ayes, 0 nay,  
       0 present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested Criminal Justice budget  
       of $112,200 along with the salary exemptions for Brian K. Jammer and  
       James E. Hamilton.  The motion carried with a record vote of 3 ayes,  
       0 nay, 0 present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested  Economic Development  
       budget of $114,350.  The motion carried with a record vote of 3  
       ayes, 0 nay, 0 present not voting, and 0 absent.   
        
       The Senate Subcommittee on Technology and Business Growth did not  
       ask for a budget for this period. 
        
       Senator Madla moved to approve the requested Education budget of  
       $84,900 along with the salary exemption for Jack Elrod.  The motion  
       carried with a record vote of 3 ayes, 0 nay, 0 present not voting,  
       and 0 absent.    
        
       Senator Ellis moved to approve the requested  Subcommittee on Higher  
  
       Education budget of $40,000.  The motion carried with a record vote  
       of 3 ayes, 0 nay, 0 present not voting, and 0 absent.    
        
       Senator Ellis moved to approve the requested Finance budget of  
       $114,678.  The motion carried with a record vote of 3 ayes, 0 nay, 0  
       present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested  Health Services budget  
       of $81,304.  The motion carried with a record vote of 3 ayes, 0 nay,  
       0 present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested Human Services budget  
       of $101,125.  The motion carried with a record vote of 3 ayes, 0  
       nay, 0 present not voting, and 0 absent.   
        
       Senator Harris moved to approve the requested Intergovernmental  
       Relations budget of $78,384.  The motion carried with a record vote  
       of 3 ayes, 0 nay, 0 present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested Jurisprudence budget of  
       $112,800.  The motion carried with a record vote of 3 ayes, 0 nay, 0  
       present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested Natural Resources  
       budget of $108,750 along with the salary exemptions for Carol  
       McGarah and J.A. Lazarus. The motion carried with a record vote of 3  
       ayes, 0 nay, 0 present not voting, and 0 absent.   
        
       Senator Harris moved to approve the requested Subcommitte on  
       Agriculture budget of $20,400.  The motion carried with a record  
       vote of 3 ayes, 0 nay, 0 present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested Nominations budget of  
       $21,380.  The motion carried with a record vote of 3 ayes, 0 nay, 0  
       present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested State Affairs budget of  
       $96,830.  The motion carried with a record vote of 3 ayes, 0 nay, 0  
       present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested Subcommittee on  
       Infrastructure of $22,734.  The motion carried with a record vote of  
       3 ayes, 0 nay, 0 present not voting, and 0 absent.   
        
       Senator Ellis moved to approve the requested Veteran Affairs and  
       Military Installations budget of $76,867. Senator Harris asked if  
       there was someone present from the committee.  Ramiro Chavez was  
       present and answered Senator Harris' questions.  The motion carried  
       with a record vote of 3 ayes, 0 nay, 0 present not voting, and 0  
       absent.   
        
       Senator Ellis moved to approve the requested Border Affairs budget  
       of $87,182.  The motion carried with a record vote of 3 ayes, 0 nay,  
       0 present not voting, and 0 absent.   
       Senator Ellis moved to approve the requested Redistricting budget of  
       $77,187 along with the salary exemption for Doug Davis.  The motion  
       carried with a record vote of 3 ayes, 0 nay, 0 present not voting,  
       and 0 absent.   
        
       Senator Shapiro sent a letter requsting approval of a new office  
       lease that would combine her Plano and Dallas office into one  
       office.  The square footage amount is $23.00.  Senator Ellis moved  
  
       approval.The motion carried with a record vote of 3 ayes, 0 nay, 0  
       present not voting, and 0 absent.   
        
       There being no further business, Senator Harris moved that the  
       Committee stand recessed subject to the call of the chair.  Without  
       objection, it was so ordered.
