         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Administration was held on Thursday, May 13, 1999 in E1.714,  
         at Austin, Texas.

         The Chair called the meeting to order at 8:40 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         none. 
          
         Senator Harris asked the members to look at the minutes from  
         the May 6 and May 11, 1999 Administration Committee meeting.   
         Senator Madla moved adoption of the minutes.  Without  
         objection the minutes were approved. 
          
         The Chair laid out HB 3516 and recognized the Senate sponsor,  
         Senator Carona, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Madla moved that HB 3516 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         The Chair laid out HB 2706 and recognized the Senate sponsor,  
         Senator Gallegos, Jr., to explain the bill.   
          
         Senator Madla moved that HB 2706 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
  
         Senator Madla moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         The Chair laid out HCR 111 and recognized the Senate sponsor,  
         Senator Gallegos, Jr., to explain the bill.

         At 9:04 am Senator Harris resumed the chair.   
          
         The Chair laid out HCR 12 and recognized Senator Madla, in the  
         absence of the Senate sponsor, to explain the bill.   
          
         Senator Madla moved that HCR 12 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.

         The Chair laid out HB 3265 and recognized the Senate sponsor,  
         Senator Madla, to explain the bill.   
          
         Senator Madla sent up Committee Amendment 1 and moved  
         adoption; without objection, the amendment was adopted.   
         Senator Madla moved that HB 3265, as amended, be reported back  
         to the Senate with the recommendation that it do pass and be  
         printed.  The motion carried with a vote of 5 ayes, 0 nays, 0  
         present not voting, and 0 absent.   
          
         Senator Madla moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
         At 9:07 am Senator Madla assumed the chair.   
          
         The Chair laid out HB 1571 and recognized the Senate sponsor,  
         Senator Harris, to explain the bill.   
          
         Senator Harris sent up a committee substitute; the Chair  
         recognized Senator Harris to explain the difference between  
         the committee substitute and the bill as filed.  Senator  
         Harris moved adoption of the committee substitute, without  
         objection, it was so ordered. 
          
         Senator Harris moved that committee substitute for HB1571 be  
         reported favorably to the Senate with the recommendation that  
         it do pass and be printed.  The motion carried with a vote of  
         5 ayes, 0 nays, 0 present not voting, and 0 absent.   
          
         Senator Harris moved that the substituted bill be recommended  
         for placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The Chair laid out HB 3442 and recognized the Senate sponsor,  
         Senator Harris, to explain the bill.   
          
         Senator Harris moved that HB 3442 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.

         The Chair laid out HB 817 and recognized Senator Harris, in

         The Chair laid out HB 3775 and recognized Senator Harris, in  
         the absence of the Senate sponsor, to explain the bill.   
          
         Senator Harris moved that HB 3775 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         Senator Harris moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         At 9:15 am Senator Harris resumed the chair.   
          
         The Chair laid out HB 2255 and recognized the Senate sponsor,  
         Senator Duncan, to explain the bill.   
         Witnesses testifying and registering on the bill are shown on  
         the attached list.   
          
         Senator Shapiro moved that HB 2255 be left pending; without  
         objection, it was so ordered. 
          
         The Chair advised that HB 2543 had been tagged pursuant to  
         Senate Rule 11.19 and would not be heard. 
          
         Senator Harris asked if there was any discussion on the bills  
         recommended for the Local and Uncontested Calendar on List 2.   
         There was discussion.  Senator Ellis moved certification of  
         the bills recommended with the exception of HB 424 by  
         Armbrister, HB 1603 passed on floor,  HB 1982 passed on floor,   
         SB 129 by Brown, SB 1785 by Brown  and SB 1889 by Nelson.  The  
         motion carried with a vote of 5 ayes, 0 nays, 0 present not  
         voting, and 0 absent.   
          
         Senator Harris asked if there was any discussion on the bills  
         recommended for the Local and Uncontested Calendar on List 1.   
         There was discussion.  Senator Madla moved certification of  
         the bills recommended with the exception of  HB 1075 by  
         Bivins, HB 1207 passed on floor,  HB 1861 by Shapleigh,  HB  
         3778 by Gallegos, SB 1009 by Brown,  SB 1156 by Madla , SB  
         1903 passed on floor and SCR  47 by Shapleigh.  The motion  
         carried with a vote of 5 ayes, 0 nays, 0 present not voting,  
         and 0 absent.   
          
         There being no further business, at 9:50 am Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.   
          
         Senator Harris announced on the floor that there would be a  
         short meeting of the Administration Committee at his desk upon  
         adjournment.  Being in recess the Chair called the meeting to  
         order.  Senators Madla and Ellis were present.  SB 1889 by  
         Nelson that had not been certified at the earlier meeting was  
         reconsidered and certified for the next Local Calendar. 
          
         There being no further business, at 2:23 pm Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
