         Pursuant to a notice posted in accordance with Senate Rule  
         11.11, a public hearing of the Senate Committee on  
         Administration was held on Tuesday, March 23, 1999 in e1.714,  
         at Austin, Texas.

         The Chair called the meeting to order at 8:35 am.  There being  
         a quorum present, the following business was transacted.   
          
         The following members arrived after the roll was called:   
         Senator Florence Shapiro 
          
         Senator Harris directed the members to the minutes from the  
         March 16, 1999 Administration Committee meeting.  Senator  
         Madla moved adoption.  There being no objections the minutes  
         were adopted. 
          
         Senator Harris passed the gavel to Senator Madla. 
          
         The Chair laid out SB 1369 and recognized the author, Senator  
         Harris, to explain the bill.  
          
         Steven R. Collins, representing Texas Legislative Council,  
         testified in favor of the bill. 
         Christopher Griesel, representing Texas Legislative Council,  
         registered on the bill but did not testify. 
         Mike Marshall, representing Texas Legislative Council,  
         registered on the bill but did not testify. 
         Senator Harris moved that SB 1369 be left pending; without  
         objection, it was so ordered. 
          
         The Chair laid out SB 1370 and recognized the author, Senator  
         Harris, to explain the bill.   
         Steven R. Collins, representing Texas Legislative Council,  
  
         testified in favor of the bill. 
         Shawn M. Harrison, representing Texas Legislative Council,  
         registered on the bill but did not testify. 
         Eric Hougland, representing Texas Legislative Council,  
         registered on the bill but did not testify. 
         Senator Harris moved that SB 1370 be left pending; without  
         objection, it was so ordered. 
          
         The Chair laid out SB 1467 and recognized the author, Senator  
         Harris, to explain the bill.   
          
         Steven R. Collins, representing Texas Legislative Council,  
         testified in favor of the bill. 
         Senator Harris moved that SB 1467 be reported favorably to the  
         Senate with the recommendation that it do pass and be ordered  
         not printed.  The motion carried with a vote of 5 ayes, 0  
         nays, 0 present not voting, and 0 absent.  
          
         Senator Harris moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         The Chair laid out SB 1368 and recognized the author, Senator  
         Harris, to explain the bill.   
          
         Steven R. Collins, representing Texas Legislative Council,  
         testified in favor of the bill. 
         David Starke, representing Texas Legislative Council,  
         registered on the bill but did not testify. 
         Senator Harris moved that SB 1368 be reported favorably to the  
         Senate with the recommendation that it do pass and be ordered   
         not  printed.  The motion carried with a vote of 5 ayes, 0  
         nays, 0 present not voting, and 0 absent.  
          
         Senator Harris moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         Senator Harris resumed the chair.   
          
         The Chair laid out SCR 42 and recognized the author, Senator  
         Luna, to explain the bill.   
          
         Henry R. Munoz, representing The Alameda, registered in favor  
         of the bill but did not testify. 
         Senator Madla moved that SCR 42 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.  
          
         Senator Madla moved that the bill be recommended for placement  
         on the Local & Uncontested Calendar; without objection, it was  
         so ordered.   
          
         Senator Madla assumed the chair.   
  
         The Chair laid out SB 1367 and recognized the author, Senator  
         Harris, to explain the bill.   
          
         Steven R. Collins, representing Texas Legislative Council,  
         testified in favor of the bill. 
         David Edmondson, representing Senate Redistricting/Texas  
         Legislative Council, testified on the bill. 
         Senator Harris moved that SB 1367 be reported favorably to the  
         Senate with the recommendation that it do pass and be printed.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         Senator Harris moved that the bill be recommended for  
         placement on the Local & Uncontested Calendar; without  
         objection, it was so ordered.   
          
         Senator Harris resumed the chair and ask if there was any  
         discussion or questions on the bills recommended for placement  
         on the Local and Uncontested Calendar.  Senator Madla moved to  
         certify all the bills on the list with the exception of SB  
         404, to be left pending, and SB 606 which the author pulled.   
         The motion carried with a vote of 5 ayes, 0 nays, 0 present  
         not voting, and 0 absent.   
          
         Senator Harris announced the Local Calendar for 9:00am on  
         Thursday, March 25, 1999 and the next Administration Committee  
         meeting for 8:00am on Thursday, March 25, 1999.   
          
         There being no further business, at 9:06 am Senator Harris  
         moved that the Committee stand recessed subject to the call of  
         the Chair.  Without objection, it was so ordered.
