         Pursuant to a notice posted on September 11, 2000, the House  
         Committee on Urban Affairs met in a public hearing and was  
         called to order by the chair, Representative Carter, at 4:01  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Carter; Hill (2). 
          
         Absent:   Representatives Bailey; Burnam; Clark; Edwards;  
                   Ehrhardt; Hodge; Najera (7). 
          
         Discussion followed on the Interim Charge:  Study the needs of  
         volunteer fire departments and evaluate their capacity to  
         fulfill their mission of protecting the public.

         Discussion followed on manufactured housing and the Texas  
         Department of Housing and Community Affairs.

         At 5:10 p.m., on the motion of the chair and without objection,
