         Pursuant to a notice posted on April 29, 1999, the House  
         Committee on Urban Affairs met in a formal meeting and was  
         called to order by the Chair, Representative Bill Carter at  
         9:50 am. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Carter; Burnam; Clark; Ehrhardt;  
                   Hodge; Najera (6). 
          
         Absent:   Representatives Bailey; Edwards; Hill (3). 
          
         A quorum was present. 
          
         HB 3836 
          
         The chair laid out HB 3836 as pending business.   
          
         Representative Carter offered a complete committee substitute.   
          
         Representative Clark offered an amendment to the committee  
         substitute.   
          
         The amendment was adopted without objection.   
          
         The committee substitute, as amended, was adopted without  
         objection. 
          
         The chair directed the staff to incorporate the amendments  
         into the committee substitute.   
          
         Representative Ehrhardt moved that HB 3836, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Carter; Burnam; Clark;  
                        Ehrhardt; Hodge; Najera (6). 
          
         Nays:          None (0). 
          
         Present not Voting:      None (0). 
          
         Absent:        Representatives Bailey; Edwards; Hill (3).

         The chair referred the bill to the Subcommittee on Meet and  
  
         Confer. 
          
         At 9:59 am, on the motion of the chair and without objection,
