         Pursuant to an announcement from the house floor with  
         permission granted to meet while the house was in session, the  
         House Committee on State Affairs met in a formal meeting and  
         was called to order by the Chair, Representative Steven Wolens  
         at 4:00 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Wolens; Turner, Sylvester; Alvarado;  
                   Bailey; Brimer; Counts; Craddick; Danburg; Hilbert;  
                   Hunter; Longoria; Marchant; McCall; Merritt (14). 
          
         Absent:   Representative Jones, Delwin (1). 
          
         A quorum was present. 
          
         SB 30 
          
         The chair laid out SB 30.   
          
         Representatives Brimer and Marchant offered a complete  
         committee substitute.   
          
         The committee substitute was adopted without objection. 
          
         Representative Marchant moved that SB 30, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed.  The motion prevailed by the  
         following vote:   
          
         Ayes:          Representatives Wolens; Alvarado; Brimer;  
                        Counts; Craddick; Hilbert; Hunter; Longoria;  
                        Marchant; McCall; Merritt (11). 
          
         Nays:          Representatives Turner, Sylvester; Bailey;  
                        Danburg (3). 
          
         Present not Voting:      None (0). 
          
         Absent:        Representative Jones, Delwin (1). 
          
         At 4:06 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
