         Pursuant to a notice posted on February 11, 1999, the House  
         Committee on State Affairs met in a public hearing and was  
         called to order by the Chair, Representative Steven Wolens at  
         1:47 pm. 
          
         The roll was answered as follows:

                   Longoria; Marchant; McCall; Merritt (8). 
          
         Absent:   Representatives Turner, Sylvester; Alvarado; Bailey;  
                   Brimer; Craddick; Hilbert; Jones, Delwin (7). 
          
         A quorum was present.

         At 4:38 pm, on the motion of the chair and without objection,
