         Pursuant to a notice posted on February 10, 1999, the House  
         Committee on State Affairs met in a public hearing and was  
         called to order by the Chair, Representative Steven Wolens at  
         1:43 pm. 
          
         The roll was answered as follows:   
          
         Present:  Representatives Wolens; Alvarado; Bailey; Brimer;  
                   Craddick; Danburg; Hilbert; Hunter; Longoria;  
                   McCall; Merritt (11). 
          
         Absent:   Representatives Turner, Sylvester; Counts; Jones,  
                   Delwin; Marchant (4). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representatives Jones, Delwin and Marchant now present.)   
          
         (Representative Counts now present.)   
          
         (Representative Turner, Sylvester now present.)   
          
         At 6:30 pm, on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
