         Pursuant to an announcement from the house floor on May 3,  
         1999, and a suspension of the 5-day posting rule on May 3,  
         1999, so that the committee could take up and consider HB  
         3824, HB 3848, HB 3849, HB 3850, and SCR 56, the House  
         Committee on Natural Resources met in a formal meeting and was  
         called to order by the Chair, Representative David Counts, at  
         3:40 p.m.
